WHEREUPON, upon motion by Councilman Euille, seconded by Council Member Walker and carried unanimously, City Council approved the Consent Calendar as presented with the exception of Docket Item 10 which was considered under a separate motion. The City Manager's recommendations are as follows:

8. City Council received the following resignations with regret: (a) Stephen F. Later and James W. Ritter from the Alexandria Archaeological Commission; (b) Johnny W. The resolution reads as follows:
RESOLUTION NO. 1799

WHEREAS, in January 1996, the Federal Highway Administration (FHWA) released a Supplemental Draft Environmental Impact Statement (SDEIS) relating to the Woodrow Wilson Bridge, and in August 1996, the FHWA released a new Supplemental DEIS (SDEIS);

WHEREAS, the SDEIS addresses two new high bridge candidate build alternatives for this crossing; and

WHEREAS, public hearings on the SDEIS were conducted on September 4 and 5, respectively; and

WHEREAS, the Alexandria City Council conducted a public hearing on the DEIS on September 7, 1996; and

WHEREAS, the SDEIS identifies a number of negative impacts on the City of Alexandria associated with the two new high bridge build alternatives, including:

1) displacement of existing residential units and businesses,
2) adverse impacts on wetlands, the floodplain, and other environmentally sensitive areas,
3) noise impacts (unmitigated) on adjacent residential properties,
4) short- and long-term disruption to Jones Point Park, and
WHEREAS, the Woodrow Wilson Bridge is a vital link in the regional transportation network and in the interstate highway system, and it has been projected to have less than ten years of remaining useful life; and

WHEREAS, there is a critical need for safety improvements to reduce the traffic impacts on the City of Alexandria caused by incidents on the Woodrow Wilson Bridge; and

WHEREAS, the Woodrow Wilson Bridge Coordinating Committee will transmit to the Secretary of the United States Department of Transportation, its position on the preferred candidate build alternative in anticipation that the Secretary will make a decision late in 1996; and

WHEREAS, the Coordinating Committee has requested input to their decision for a preferred alternative;

NOW, THEREFORE, BE IT RESOLVED that the Alexandria City Council endorses a 70-foot bridge that includes a lift span and provides for eight 12-foot lanes to match the Beltway on either side of the Potomac River and for two 12-foot acceleration/deceleration lanes; one in each direction, connecting the U.S. Route 1 and I-295 interchanges, together with the appropriate 10-foot shoulders. This option, as well as the additional conditions listed below, offers the best long-term transportation solutions with the least adverse environmental impacts of the remaining crossing alternatives currently being considered;

BE IT FURTHER RESOLVED, that the City Council is strongly opposed to the high bridge crossing alternatives in the SDEIS for a number of reasons, including that it would destroy the historic character of Old Town Alexandria, and in relation to the other crossing alternatives under consideration, would reduce the traffic capacity and safety of the new facility, and would increase noise levels and air pollution;

BE IT FURTHER RESOLVED, that the City Council urges that the following conditions be included in the Woodrow Wilson Bridge improvement project that is finally adopted by Congress, Virginia, Maryland, and the District of Columbia:

(1) that the Federal Highway Administration, Virginia, and Maryland move forward immediately by allocating funds to begin preliminary location and design work on a new southern river crossing 10 to 15 miles down river;

(2) that an express/local mainline configuration not be provided on the bridge crossing; separate HOV and transit facilities not be provided on the bridge crossing; and that the approaches to the bridge crossing, including the interchanges, be designed accordingly to maintain the existing footprint wherever possible;

(3) that direct access be provided from the Beltway to the east end of Eisenhower Valley;

(4) that modifications to the Telegraph Road/Beltway interchange be made without displacement of any businesses in the area of the interchange, to provide direct access from the Beltway to Eisenhower Avenue at Stovall Street;
(5) that, if toll facilities are required, they be located on the Maryland side of the river where adequate land is available;

(6) that the short- and long-term impacts on Jones Point Park be minimized, and that all improvements and restoration be coordinated with the City in accordance with the goals set forth by the City's Park and Recreation Commission at its November 30, 1995 workshop;

(7) that the existing parking spaces that the City operates at Jones Point Park be maintained throughout the construction period and fully replaced at the conclusion of the project;

(8) that the entire redevelopment and replacement housing plan be implemented, and that there be a commitment from the FHWA of project funds to implement the plan;

(9) that the development on the urban deck above the approaches in Alexandria be developed in a manner consistent with the City's Master Plan and provide for a mixture of housing, open space, active recreational areas, and additional parking;

(10) that the modification to the U.S. Route 1/Beltway interchange be designed to reduce congestion in the U.S. Route 1 corridor and to minimize and improve over existing conditions the visual and noise impacts of the interchange on adjacent residential properties both during construction and after the project is complete;

(11) that the final design for the waterfront from the Old Town Yacht Basin to Jones Point should include a riverfront promenade and reconstruction of the sea wall;

(12) that the FHWA satisfy all the requirements of the National Historic Preservation Act and include the City as a signatory of the memorandum of agreement;

(13) that the Church Street access ramp from the Beltway to the George Washington Memorial Parkway be eliminated; and no new connection to Alfred Street, Columbus Street and the adjacent alley (South Patrick Street) be constructed;

(14) that every effort be made to encourage river traffic through dredging and that all channel dredging be coordinated with the bridge construction; and

(15) that any portion of the existing bridge which is not utilized in the bridge replacement be removed immediately after the replacement is placed in use.

BE IT FURTHER RESOLVED, that the Alexandria City Council authorizes the Mayor to communicate the City's position to the Woodrow Wilson Bridge Coordinating Committee, the FHWA, the State of Maryland, the District of Columbia, the Commonwealth of Virginia, the County of Fairfax, and our Congressional and General Assembly delegations.

BE IT FINALLY RESOLVED, that this resolution supersedes Resolution No. 1779, which was adopted March 23, 1996, and said resolution is hereby repealed.

WHEREUPON, upon motion by Councilman Euille, seconded by Council Member Walker and carried unanimously, City Council deferred this until the Second Legislative Meeting in October at which time the Interim Board of Directors of the Potomac West Alliance Pilot Project will be submitting its report to Council, and this request can be considered with the report. 13. Consideration of a Submission of a Revised Local Plan for the Expenditure of Grant Funds Under the Virginia Juvenile Community Crime Control Act for FY 1997 and FY 1998.

WHEREUPON, upon motion by Vice Mayor Pepper, seconded by Council Member Walker and carried unanimously, City Council (1) approved the submission of a revised local plan, reflecting an additional $122,496 in grant monies in FY 1996, and an additional $170,828 in grant monies in FY 1998 under the Virginia Juvenile Community Crime Control Act; (2) increased the number of full-time grant-funded positions by four: one Probation Officer, one Program Coordinator, and two Probation Assistants. These positions would be established within the Court Service Unit. These positions would terminate upon the expiration of the grant and the individuals who fill these positions would be notified of this condition of employment; and (3) authorized the City Manager to execute all documents that may be required. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Council Member Rich noted the arrival of his baby girl, Meg. She is home and doing well. He thanked everyone for their support and well wishes.

(b) Council Member Rich spoke to the successful Americorps program. He thanked the Departmental Progressive Club, the staff at the Urban League and ARHA for their incredible job.

(c) Vice Mayor Pepper spoke to a recent editorial in the Alexandria Journal noting the City's efforts during the recent flood.

(d) Vice Mayor Pepper spoke to the recent Senior Olympics and encouraged more of our seniors to get involved.

(e) Councilman Euille announced that HO HO HO, a non-profit organization dedicated to assisting local needy children, is having a fundraiser, "The Irish HO HO HOoley," Halfway to St. Patrick's Day Party, on Friday, September 20, from 6:30 p.m. to 11 p.m., at the Durant Center, 1600 Cameron Street. Seamus Kennedy is being featured. Call the HO HO HO office at 683-1012 for tickets. The cost is $15.

Councilman Euille also noted that the Project Discovery Walkathon will be held on Saturday, September 28, 1996, at Cameron Run Regional Park, at 8:30 a.m.

(f) Councilman Euille spoke to his requests for an update on the City's utilities, i.e., Washington Gas, Virginia-American Water, and Virginia Power.

(h) Councilman Euille requested that the City Manager invite a representative from Virginia Power to a future Council Meeting. He spoke to concerns relating to recent power outages in various sections of the City.

(i) Council Member Walker spoke to a film she saw which was of the train derailment this summer. She found it very interesting and was really impressed with the Fire Department and emergency personnel with how they were able to successfully handle the situation. She indicated that Chief Hawkins has a copy of the film should anyone want to view it.

(j) Councilman Speck asked for a report on new technology that is available with respect to monitoring persons who run red lights. City Manager Lawson stated that staff would report back at the next meeting of Council.

(k) Councilman Speck conveyed all of the positive comments received from businesses in the King Street and Union Street area concerning the City's efforts during the recent flooding.

(l) Mayor Donley gave Council an update on the recent activities and the processes relating to the redevelopment of the Berg.

(m) Councilman Cleveland asked when the deadline was for the vacancies on ARHA. Citizen Assistance Director Boyd stated that it was Friday, September 13, with the appointments being considered on September 24.

ORDINANCE NO. 3884

AN ORDINANCE adopting supplemental pages for the Zoning Ordinance of the City of Alexandria, Virginia, 1992, as amended, and providing for the repeal of ordinances not included therein, except those saved from repeal by this ordinance, and for other purposes.
THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:

Section 1. That the sections of the Zoning Ordinance of the City of Alexandria, Virginia, 1992, as amended ("Zoning Ordinance"), and the portions thereof, set forth in the supplemental and replacement pages for the Zoning Ordinance, each of which pages is identified in the lower left-hand corner by the notation "Supp. No. 9," are hereby adopted as and shall constitute "The Ninth Supplement to the Zoning Ordinance of the City of Alexandria, Virginia, 1992."

Section 2. That the sections of the Zoning Ordinance, and the portions thereof, set forth in "The Ninth Supplement to the Zoning Ordinance of the City of Alexandria, Virginia, 1992," shall be in force and effect on and after the effective date of this ordinance, and all ordinances amending the text of the Zoning Ordinance which were adopted between January 21, 1996, and May 18, 1996, inclusive, and which are not included in such supplement or in the Zoning Ordinance are hereby repealed, except as otherwise provided in section 3 of this ordinance.

Section 3. That the repeal provided for in section 2 of this ordinance shall not affect any offense or act committed or done, or any penalty or forfeiture incurred, or any contract established or accruing prior to the effective date of this ordinance; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered prior to said date; nor shall it affect any provision of any ordinance amending the Zoning Ordinance which was adopted between January 21, 1996, and May 18, 1996, inclusive, and which is inadvertently omitted from or erroneously incorporated into "The Ninth Supplement to The Zoning Ordinance of the City of Alexandria, Virginia, 1992"; nor shall it affect any ordinance adopted after May 18, 1996.

Section 4. That one complete set of pages comprising "The Ninth Supplement to the Zoning Ordinance of the City of Alexandria, Virginia, 1992," shall be stapled or otherwise permanently fastened together, shall be manually signed on the front sheet by the mayor and the city clerk, and shall be filed in the office of the city clerk and made available to any person desiring to inspect the same. In addition, one complete set of the pages comprising such supplement shall be properly inserted into the copy of the Zoning Ordinance of the City of Alexandria, Virginia, 1992, which bears the manual signatures of the mayor and the city clerk, and such code, as amended and supplemented, shall be kept on file in the office of the city clerk and be made available to any person desiring to inspect the same.

Section 5. That this ordinance shall become effective upon the date and at the time of its final passage.

18. Consideration of City Council Schedule.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilman Cleveland and carried unanimously, City Council (1) adopted the City Council Meetings for September 1996 - June 1997 and noted changes in several regular meeting dates this fall: the Public Hearing meeting in September has been changed from Saturday, September 14, to Saturday, September 21, to avoid a conflict with Rosh Hashana; the Public Hearing Meeting in October has been changed from Saturday, October 12, to Saturday, October 19, because of the Columbus Day holiday; and the Second Legislative Meeting in October has been changed from Tuesday, October 22, to Wednesday, October 23, due to a conflict with the Virginia Municipal League Annual Conference, which is October 20-22 in Roanoke; (2) noted that the reception sponsored by City Council, the Alexandria Commission on Employment and the Alexandria Chamber of Commerce honoring the businesses who participated in the Summer Youth Employment Program is scheduled at 6:00 p.m. in Room 2000 before the Tuesday, September 24, City Council Meeting; (3) scheduled a work session with the Budget and Fiscal Affairs Advisory Committee at 6:00 p.m. in the Council Workroom before the Tuesday, October 8, Council Meeting; (4) scheduled a work session with the School Board to discuss implementation of the Action Steps developed at the July 23 meeting of City and Schools officials convened by Mayor Donley to address the gang problem in Alexandria for Wednesday, October 2, or Wednesday, October 9; (5) scheduled a work session with the Library Board to receive a presentation from the architects and discuss the preliminary plans for the City's new main library during the lunch break at the Saturday, October 19 Public Hearing Meeting; (6) scheduled a work session with the Alexandria Convention and Visitors Association Board at 6:00 p.m. in the Council Workroom before the Wednesday, October 23 Council Meeting; (7) scheduled a work session at 6:30 p.m. before the Tuesday, November 12 Council Meeting to receive a staff presentation in the City's imaging pilot project; and (8) noted that the City Manager will come forward with possible meeting dates and locations at the September 24 Council Meeting for a community meeting in the North Ridge area with an invitation to the Rosemont Citizens Association to also participate.
