END OF CONSENT CALENDAR
City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:
8. City Council received the following resignations with regret: (a) Stephen F. Later and James W. Ritter from the Alexandria Archaeological Commission; (b) Johnny W. Johnson from the Alexandria Cable Television Advisory Commission; (c) Twig Murray from the Alexandria Commission for the Arts; (d) Edward Sheehy from the Alexandria Commission on Aging; (e) Michael T. Paul from the Historic Alexandria Resources Commission; (f) Patrick N. Anderson from the Alexandria Redevelopment and Housing Authority Board of Commissioners; (g) William K. Lyon from the Alexandria Task Force to Monitor the Closing of Cameron Station; and (h) Linda B. Bridgman from the Alexandria Waterfront Committee; and requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

City Council (a) appointed Sandy Spencer as a Representative from Planning District II to the Alexandria Archaeological Commission; (b) appointed Patti Hulvershorn, Susan Kurth, Jeffery Meiring and Mary Shomon as Citizen members to the Alexandria-Gyumri Sister City Committee; (c) appointed Patrick Anderson as a Member Designated by Councilman David G. Speck to the Alexandria Budget and Fiscal Affairs Advisory Committee; (d) appointed Annmarie Pittman as a Member with Expertise in Dance to the Alexandria Commission for the Arts; (e) appointed Yvonne Cooper as Representative of Councilman William D. Euille to the Alexandria Economic Opportunities Commission; (f) appointed Catherine Hollan as Representative from the Alexandria Association and Charles Trozzo as Representative from the Alexandria Historical Restoration and Preservation Commission to the Historic Alexandria Resources Commission; and (g) appointed Johanna Ramos as Representative from the Alexandria Economic Opportunities Commission to the Alexandria Human Rights Commission.
10. City Council received the report; vacated the positions listed on pages three and four of the report; and authorized the Executive Secretary for Boards and Commissions to advertise the vacancies.

11. Receipt of the Ad Hoc Task Force on Information and Communication Technologies 1996 Annual Report. (Vice Mayor Pepper and Council Member Walker.)

12. Consideration of Reallocation of Community Development Block Grant Funds from the Housing Program to the Business Development Program. (Councilman Euille)
City Council authorized staff to analyze the development of a business loan program and docketed this proposal for consideration by Council in November.

13. Consideration of a Submission of a Revised Local Plan for the Expenditure of Grant Funds Under the Virginia Juvenile Community Crime Control Act for FY 1997 and FY 1998.
City Council (1) approved the submission of a revised local plan, reflecting an additional $122,496 in grant monies in FY 1996, and an additional $170,828 in grant monies in FY 1998 under the Virginia Juvenile Community Crime Control Act; (2) increased the number of full-time grant-funded positions by four: one Probation Officer, one Program Coordinator, and two Probation Assistance. These positions would be established within the Court Service Unit. These positions would terminate upon the expiration of the grant and the individuals who fill these positions would be notified of this condition of employment; and (3) authorized the City Manager to execute all documents that may be required.

(a) Presentation of Viewers Report Regarding a Request for Land Exchange Involving a Vacation and Dedication of Public Right-of-way to Construct a Wall on the East Side of the 3800 Block of Old Dominion Boulevard; and Authorizing the City Attorney to Prepare the Necessary Ordinance. (b) Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE vacating a portion of the public sidewalk right-of-way in the 3800 block of Old Dominion Boulevard.

18. Consideration of City Council Schedule.
City Council (1) adopted the City Council Meetings for September 1996 - June 1997 and noted changes in several regular meeting dates this fall: the Public Hearing meeting in September has been changed from Saturday, September 14, to Saturday, September 21, to avoid a conflict with Rosh Hashana; the Public Hearing Meeting in October has been changed from Saturday, October 12, to Saturday, October 19, because of the Columbus Day holiday; and the Second Legislative Meeting in October has been changed from Tuesday, October 22, to Wednesday, October 23, due to a conflict with the Virginia Municipal League Annual Conference, which is October 20-22 in Roanoke; (2) noted that the reception sponsored by City Council, the Alexandria Commission on Employment and the Alexandria Chamber of Commerce honoring the businesses who participated in the Summer Youth Employment Program is scheduled at 6:00 p.m. in Room 2000 before the Tuesday, September 24, City Council Meeting; (3) scheduled a work session with the Budget and Fiscal Affairs Advisory Committee at 6:00 p.m. in the Council Workroom before the Tuesday, October 8, Council Meeting; (4) scheduled a work session with the School Board to discuss implementation of the Action Steps developed at the July 23 meeting of City and Schools officials convened by mayor Donley to address the gang problem in Alexandria for (5) scheduled a work session with the Library Board to receive a presentation from the architects and discuss the preliminary plans for the City's new main library during the lunch break at the Saturday, October 19 Public Hearing Meeting; (6) scheduled a work session with the Alexandria Convention and Visitors Association Board at 6:00 p.m. in the Council Workroom before the Wednesday, October 23 Council Meeting; (7) scheduled a work session at 6:30 p.m. before the Tuesday, November 12 Council Meeting to receive a staff presentation in the City's imaging pilot project; and (8) noted the located of for a community meeting this fall.
