Passage on First Reading of AN ORDINANCE to amend the city code to require owners of buildings that have been continuously vacant for more than 12 months to annually register the building with the city, to impose an annual $25 registration fee on such owners, to impose a civil penalty of $250 on any owner who fails to register such a building which is located in a conservation or rehabilitation district or in an area designated as blighted by city council, and, in all other instances, to impose a civil penalty of $50.
