City Council approved the Consent Calendar as presented with the exception of docket item nos. 8(c) and 8(f), which were considered separately:
7. City Council received the following resignations with regret: (a) Kaprice Gettemy-Chambers from the Alexandria Commission on Employment; and (b) R. Mark McLindon from the Alexandria Commission on Information Technology; and requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.
8. City Council (a) appointed C. Peter Schumaier as a Member nominated by the Alexandria Transit Company to the Ad Hoc Alexandria Year 2000 Census Complete Count Commission; (b) appointed M. Kathleen Connolly as a Citizen Member to the Alexandria-Gyumri Sister City Committee;

9. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Criminal Justice Services (DCJS) for funding, in the amount of $164,809, under the Comprehensive Community Corrections Act (CCCA-PSA). Due to the short turn around time provided by DCJS, the grant application was forwarded to DCJS in accordance with the October 25 deadline, contingent upon City Council's approval at its November 9 legislative session; (2) approve the creation of three full-time grant-funded positions, to deliver the services to be provided under this grant program. These grant-funded positions would terminate upon the expiration of the grant and the individuals filling these positions will be notified of this condition of employment and sign an agreement of understanding with regard to this condition; and (3) execute all documents that may be required.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilman Cleveland noted that there will be two Civil Rights at the End of the Millennium Lectures. One will be at the Johnson Center Cinema, at the George Mason University on Thursday, November 18, at 3:30 p.m. and the topic will be African-Americans and the story of American Freedom. The second will be held Thursday evening at 8:00 p.m. at the Harris Theater.
(b) Councilman Cleveland indicated that he was called by a reporter who told him that he had offended someone at the Retreat. He stated that if he did offend someone he apologizes.

WHEREUPON
, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously, City Council requested the Planning Commission, with the assistance of staff, to do the following:
1. to undertake a study of the continued validity, from a land use perspective, of siting and developing residential uses in the Eisenhower valley, from Hooff's Run Drive on the east to Van Dorn Street on the west, and
2. based on the study's findings, to prepare any amendments to the master plan and zoning ordinance that the Commission believes to be warranted which address or relate to the siting and development of residential uses in the Eisenhower valley, and to have such amendments processed through the Commission and Council, pursuant to sections 11-800 and 11-900 of the zoning ordinance.
(d) Councilwoman Pepper announced that Veterans' Day is Thursday, November 11, and City offices and facilities will be open, but our City schools will be closed Thursday and Friday.

(e) Councilwoman Pepper reminded everyone that the Animal Welfare League of Alexandria is having its big fundraising dinner and silent auction this Saturday, November 13, at the Holiday Inn Hotel Suites on First Street.
(f) Councilwoman Pepper announced for those who were unable to attend the recent Community Conversation on Y2K that a repeat of the presentation will be shown every Saturday night at 9:00 p.m. from now until Christmas on Jones Cable.
She also noted that another Y2K event will be held on Monday, November 15 from 10:00 a.m. to Noon for seniors at the Lee Center.
(g) Council Member Rich announced that the Student Forum on Race and Culture will be held on Wednesday, November 10, from 10 a.m. to Noon, at the Episcopal High School Field House located at 3900 West Braddock Road. The public is invited and encouraged to attend.
(h) Mayor Donley took this opportunity to announce that we will as a City be recognizing and honoring our City Manager Vola Lawson for her 29 years of service. The City Council will host a community reception honoring Vola on Sunday, February 13, 2000, from 2:00 p.m. to 6:00 p.m. at T. C. Williams High School.
(i) Mayor Donley announced that City Manager Lawson has been selected by
Washingtonian Magazine
as one of the Washingtonians of the year in 1999. She will be honored at a luncheon at the Willard Hotel in January.
(j) Mayor Donley spoke to a draft letter to Governor Gilmore urging his continued support for the
Healthy Families
program in the City of Alexandria. He requested that a copy of the proclamation approved tonight be an addendum to this letter. He requested to include as part of the letter that the Alexandria Youth Policy Commission endorses this letter. Mayor Donley requested that a copy of the final letter be sent to members of our legislative delegation.
Vice Mayor Euille noted that Council Member Walker and Senator Ticer serve on the Alexandria Healthy Families Development Committee helping to promote the Healthy Families initiative in the City but also helping to fund-raise on its behalf. He indicated that they are in the midst of a $100,000 fundraising campaign to help subsidize the monies that
the Healthy
Families program has received in the past and present not only from the state but also from the City of Alexandria.
Councilman Cleveland stated that he would be glad to usher this down to Richmond to see what he can do in the social services division as well as with the Governor.
Mayor Donley suggested that Councilman Cleveland speak with Sally Campbell to give him more information.

, upon motion by Vice Mayor Euille, seconded by Council Member Walker and carried on a vote of 6-to-0, City Council approved the letter with the changes that have been outlined above.

to amend the city code by revising the regulations governing the real estate tax exemptions and deferrals that are available to eligible elderly and disabled residents of the city.

to amend the city code by (a) proscribing certain conduct in city parks and city park areas where prohibited by official sign, (b) authorizing the city manager to post official signs prohibiting such conduct, (c) establishing rules for the location and adequacy of such signs and (d) providing for the imposition of criminal penalties upon persons engaging in the prohibited conduct.

City Council approved the City Council calendar and added the City's Tree Lighting Ceremony on Friday, November 26 at 7:00 p.m. at Market Square; and First Night Alexandria New Year's festivities on Friday, December 31, with locations throughout the City; and canceled the Tuesday, December 21 Special Meeting of City Council and scheduled the executive session on personnel matters planned for that meeting at the end of the Tuesday, January 11 legislative meeting; and rescheduled the Tuesday, December 21 work session with the Alexandria Electoral Board and hold the work session at 6:00 p.m. before one of Council's January Tuesday legislative meetings. Staff will report back at the Tuesday, November 23 Council meeting on which January date is best for the Electoral Board.

At 8:45 p.m., City Council convened an executive session at this time for the purpose of consulting with legal counsel pertaining to the following litigation involving the city, pursuant to Virginia Code § 2.1-344(A)(7):
Hussain v. City of Alexandria
, a case pending in the Circuit Court for the City of Alexandria, which involves a vehicle accident involving a City employee.
At 8:52 p.m., City Council reconvened the meeting.
City Council authorized the City Attorney to settle the suit identified in the motion to convene this evening's executive session.

30. Consideration of a
Lease
by the City of Property at Tavern Square.
City Council authorized the City Manager to execute, on behalf of the City, and to deliver the lease, in substantially the form presented to the Council with such changes as are approved by the City Manager and the City Attorney. The execution of these documents by the City Manager shall constitute conclusive evidence of her approval, and that of the City Attorney, of any and all changes from the documents made available to the City Council. The proposed lease is for fifteen years from March or April 2000 to March or April 2015 for the 14,143 square foot, two-story building located at 130-132 North Royal Street.

The Alexandria City Council has been invited by the Board of Directors of the Eisenhower Partnership to its Annual Meeting on Tuesday, November 16, 1999, at the American Trucking Association, 2200 Mill Road, Alexandria, Virginia, from 5:00 until 7:00 p.m. The Mayor and City Council have been asked to participate in a 45-minute panel discussion regarding the Council's Visions for the Future of the Eisenhower Corridor. The panel discussion will begin at 6:00 p.m.
It is anticipated that more than two Members of Council will attend.
