There was a City Council Work Session with Congressman Moran to discuss Federal legislation relative to the City of Alexandria.

The agenda was followed and staff members spoke to pending Federal legislation of interest to the City of Alexandria. Congressman Moran provided feedback to the Members of City Council and staff.

Congressman Moran stated that there is a need for a "Southern Crossing" as well as trying to couple it with a "Northern Crossing"; however, he indicated there is a need to resolve the Woodrow Wilson Bridge issue first.

Congressman Moran spoke to flow control and indicated that it needs to be grandfathered. The City needs to have the authority to require the trash haulers in the area to use the waste treatment plant. This also applies to Arlington as well as Alexandria.




Congressman Moran raised the issue of regulating tow truck operators. He noted that he is going to have a bill to try to give localities the ability to do that. Congressman Moran asked that the City support the bill.

There was discussion with respect to the passage of the Conservation and Reinvestment Act. Congressman Moran stated that he does not support this until some improvements are made in it. He noted that we can get this money in other ways and without having to give up so much.

With respect to the above, Mayor Donley indicated that City staff will work with the Congressman's staff to help with any legislative ideas that he may have or help support any bills that do come up.

With respect to the Fire Department issues, Congressman Moran will speak to Congressman Sensenbrenner with respect to to the passage of the Firefighter Investment Response Act. If it's necessary, Councilman Speck will schedule a meeting with Congressman Sensenbrunner on the fire legislation.

Mental Health, Mental Retardation and Substance Abuse Director Claiborn spoke to his issues. Congressman Moran thanked him for bringing the issue of elimination of physician directed requirement for Medicaid clinics and will look into it.

Mayor Donley spoke to the Digital Education Act. The Mayor and Vice Mayor Euille will be sending Congressman Moran a letter supporting it. In addition, they will be sending letters to Senator Robb, Senator Warner and Congressman Davis as well.

Congressman Moran requested that the City support the e-rate also since there is a move to eliminate it.

New Business Item No. 1: Without Objection, Lois Van Valkenburgh announced that Alexandria's Successful Aging project will be held Saturday, October 14, 2000. The conference, "The New Age of Aging: Mind, Body, Spirit," will be held at the Rachel M. Schlesinger Performing Arts Center on the campus of the Alexandria branch of the Northern Virginia Community College. The Mayor asked staff to look at changing the date of the public hearing in October and bringing this back later in the spring as part of the Council schedule.

Passage on First Reading of AN ORDINANCE to amend the City of Alexandria Zoning Ordinance by making the residential use of any property located within the Office Commercial Medium/OCM (100) or Office Commercial High/OCH zone, and within 1,000 feet of Eisenhower Avenue, a “special use” that must be authorized by a special use permit.

END OF CONSENT CALENDAR

WHEREUPON, upon motion by Vice Mayor Euille, seconded by Councilwoman Pepper and carried unanimously, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

8. City Council received the following resignations with regret: (a) Ardith E. Collins from the Alexandria Affordable Housing Advisory Committee; (b) Linda Blessing from the Alexandria Social Services Advisory Board; and (c) Tobie Hendricks from the Alexandria Youth Services Commission; and requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

9. City Council appointed (a) Walter Pickard as a Citizen Member to the Alexandria Beautification Commission; (b) reappointed Marie Schuler as a Member Representing the Holder of City's Cable Television Franchise to the Alexandria Commission on Information Technology; (c) reappointed Abbie Moore as a Citizen who has a Disability to the Alexandria Commission on Persons with Disabilities; (d) reappointed Lisa Edouard as a Member from the Field of Ecology to the Alexandria Environmental Policy Commission; (e) appointed E. Lamont Crawley as a Citizen Member to the Alexandria Juvenile Detention Commission; (f) appointed Patrick Cooney as a Non-Health Professional to the Alexandria Public Health Advisory Commission; (g) appointed Tatyana Schriempf as a Citizen Member to the Alexandria Sister Cities Committee; and (h) appointed Robert Roland as a Citizen Member who resides East of Washington Street and North of Pendleton Street to the Alexandria Waterfront Committee.

10. City Council: (1) approved the grant application to the Virginia DCJS for a total of $47,597, of which $35,698 would be grant funding from the State, and $11,899 would be the local match. The grant would fund the SRO for the FY 2000-2001 school year beginning in September 2000. The City share of this grant will be funded in the Police Department's FY 2001 budget request; (2) approved the continuation of one full-time grant-funded Police Officer position, contingent upon receipt of grant funding. Continuation of this position beyond the grant year is contingent upon funding from the Virginia DCJS or other non-City sources; and (3) authorized the City Manager to execute all necessary documents.

11. City Council (1) approved the City's participation in Round 4 of the Northern Virginia Single-Family Regional Loan Fund; and (2) authorized the City Manager to execute the agreement and all other necessary documents.








12. City Council: (1) received the Youth Policy Commission's Annual Report; scheduled it for public hearing on Saturday, February 12; and thanked the Commission Members for their diligent work; introduced the ordinance listed under item no. 17 which would amend the City Code to reconstitute the Youth Services Citizen Board within the Youth Policy Commission to oversee the administration of the Virginia Delinquency Prevention and Youth Development Act Grant from the Virginia Department of Juvenile Justice; passed the ordinance on First Reading; and scheduled it for Public Hearing, Second Reading and Final Passage on Saturday, February 12.

13. City Council received the Alexandria Community Services Board's FY 1999 Annual Report.

14. City Council received the report and thanked the Board of Zoning Appeals for its efforts on behalf of the City.

15. City Council authorized the City Manager to execute, on behalf of the City, and to deliver the Modification of Deed of Lease in substantially the form presented to the Council with such changes as are approved by the City Manager and the City Attorney.

17. City Council introduced and passed the Ordinance on its First Reading; set it for Public Hearing, Second Reading and Final Passage on Saturday, February 12, 2000.

16. Consideration of Update Report on Items Before the 2000 General Assembly.

Legislative Director Caton provided Council with an update.

Mayor Donley requested that Mr. Caton communicate to Delegate Moran and Firefighter John Vollmer that the City has taken no position on the legislation with respect to adding types of cancer to the firefighter presumption bill.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Cleveland and carried unanimously, City Council adopted the positions on legislation that have been introduced in the 2000 General Assembly as noted in Attachment 1 to the memorandum; these positions have been recommended by the City Council's legislative subcommittee (Mayor Donley and Council Member Walker). (a) Vice Mayor Euille announced that the beginning of the election process was held on February 5, for the May 2 Council and School Board elections. He encouraged those who have not registered to vote to do so. The last date to register for the May 2 General Election is April 3.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Euille and carried on a unanimous ROLL-CALL vote, City Council adopted the resolution and authorized the City Manager to: (1) submit a grant application and resolution to the Virginia Department of Rail and Public Transportation for funding, in the amount of $136,000, for the continuation of the City's ridesharing services, ALEXANDRIA RIDESHARE; (2) approved the continuation of two full-time grant-funded positions (Transit Specialist I and Transit Services Assistant I) to administer the ongoing ALEXANDRIA RIDESHARE program (these positions were originally established with the Office of Transit Services and Programs' first ALEXANDRIA RIDESHARE grant in the early 1980's.) Continuation of these positions is contingent upon continuation of funding from the Virginia Department of Rail and Public Transportation or other non-City sources. These grant-funded positions would terminate upon the expiration of the grant, and the individuals filling these positions will be notified of this condition of employment and sign an agreement of understanding with regard to this condition; and (3) execute all necessary documents that may be required under this program. RESOLUTION NO. 1947

BE IT RESOLVED by the City Council that the City Manager is authorized, for and on behalf of the City of Alexandria, hereafter referred to as the PUBLIC BODY, to execute and file an application to the Department of Rail and Public Transportation, Commonwealth of Virginia, hereafter referred to as the DEPARTMENT, for a grant of financial assistance in the amount of $136,000 to defray the costs borne by the PUBLIC BODY for continuation of the Alexandria Rideshare program and to accept from the DEPARTMENT grants in such amounts as may be awarded, and to authorize the City Manager to furnish to the DEPARTMENT such documents and other information as may be required for processing the grant request.

The City Council certifies that the funds shall be used in accordance with the requirements of Section 58.1-638.A.4 of the Code of Virginia, that the PUBLIC BODY will provide funds in the amount of $34,000, which will be used to match the state funds in the ratio as required in such Act, that the records of receipts of expenditures of funds granted the PUBLIC BODY may be subject to audit by the DEPARTMENT and by the State Auditor of Public Accounts, and that funds granted to the PUBLIC BODY for defraying the expenses of the PUBLIC BODY shall be used only for such purposes as authorized in the Code of Virginia. The undersigned duly qualified and acting City Clerk of the PUBLIC BODY certifies that the foregoing is a true and correct copy of a Resolution, adopted at a legally convened meeting of the City Council held on the 8th day of February 2000.

Members of City Council will be attending the annual General Assembly Legislative Day sponsored by the Virginia Municipal League and the Virginia Association of Counties on Thursday, February 10, 2000, at the Richmond Marriott Hotel, 500 East Broad Street, Richmond, Virginia.

The day includes a legislative update beginning at 2:00 p.m., followed by a reception starting at 5:30 p.m., and dinner with the legislative delegation at 6:15 p.m. at the Marriott.

It is anticipated that more than two members of Council will be attending.
