10. Receipt of the Monthly Financial Report for the Period Ending August 31, 1999.

END OF CONSENT CALENDAR

City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

City Council received the following resignations with regret: (a) Linda Hester from the Alexandria Social Services Advisory Board; and (b) Robert Morrison from the Alexandria Youth Policy Commission; and requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

9. City Council: (a) reappointed William Hendrickson as a Member Designated by the Alexandria George Washington Birthday Celebration Committee to the Ad Hoc City of Alexandria 250th Anniversary Commission; (b) appointed Robert Coit as a Representative of Councilman William C. Cleveland to the Alexandria Budget and Fiscal Affairs Advisory Committee; (c) appointed Louise Rainis as a Member who represents arts education or business expertise relative to arts and cultural development, including such perspectives as marketing, finance/funding, tourism promotion and organizational development to the Alexandria Commission for the Arts; (d) reappointed David Pritzker as a Citizen Member to the Northern Virginia Regional Park Authority; (e) reappointed Catherine Savino and appointed Cynthia McKnight as Non-Health Professionals to the Alexandria Public Health Advisory Commission; (f) reappointed Kyle Chadwick as a Citizen Member to the Alexandria Public Records Advisory Commission; and (g) appointed April Stubbs as a Member-at-Large to the Alexandria Task Force on AIDS.

10. City Council (1) received the Monthly Financial Report for the period ending August 31, 1999; (2) authorized the capital project allocations and planned expenditures for the capital projects as detailed in the Capital Improvement Program Planned Expenditure Summary; and (3) delegated to the City Manager, or her designee, authority to award contracts to the lowest responsible bidders for the following construction projects: (a) Fort Williams Parkway (between Tupelo Place and Dearborn Place); (b) Cameron Run Flood Tunnels (construction only), located at Cameron Run and CSX Tracks; and (c) bridge repairs at Telegraph Road over CSX Railroad and Telegraph Road at Duke Street.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

Vice Mayor Euille arrived during oral presentations.

(a) Councilman Cleveland thanked Vice Mayor Euille for the T-shirts.

(b) Councilman Cleveland requested a list of all of the organizations that might be affected by the proposed admissions tax.

(c) Councilman Cleveland noted that T.C. Williams High School and Francis Hammond Middle School ranked among the top 25 schools in Virginia showing the most improvement in the passing grades for SOLs. He congratulated those who made it possible.

(d) Council Member Walker presented the Members of Council with a ride guide which will allow them to go from their home to City Hall any morning during the week and arrive by 8:00 a.m. WMATA has a new on-line search service which allows you to type in your address and tells you how to get to where you want to go. The address is: www.wmata.com.

Councilman Cleveland noted that his wife has used this service.

(e) Councilwoman Pepper announced a new program that's being offered in the City by the Retired Senior Volunteer Program (RSVP). The new program is called Virginia Senior Environment Corps. She spoke to the open house held today at the Masonic National Memorial. An organizational meeting will be held on October 13 at 10:00 a.m. at the Campagna Center. If you are interested in doing something with the environment, she encouraged people to call them.

(f) Mayor Donley thanked the Members of the Council, School Board Members, and all of the citizens who attended the forum which was held on Thursday, September 23, on adolescent pregnancy.

(g) Mayor Donley announced that the City is inviting nominations for its Fourth Annual Technology Achievement Award. The Alexandria Technology Achievement Week and the technology achievement award are sponsored by the City, the Chamber of Commerce and the Economic Development Partnership. It is to recognize a local business that has developed new technology or the innovative use of existing technologies. The deadline for submitting nominations is November 5. Alexandria Technology Achievement Week will be held March 13-17, 2000. (h) Vice Mayor Euille reported on the mosquito problem which he brought up last meeting. He indicated that the Health Department is still investigating and requesting some assistance from the State Health Department. They will be distributing information pamphlets. He thanked staff for responding in that regard.

(i) Vice Mayor Euille presented the Members of City Council with official T-shirts to welcome them all back to a challenging session. In addition, expressed his thanks and appreciation to all of us for all that we bring to the Council and our commitment, dedication and work on behalf of the citizens.

12. Consideration of a Resolution Providing Local Governing Body Approval of ARHA Issuance of Tax-Exempt Bonds to Finance the Acquisition and Rehabilitation of Parkwood Court Apartments in Alexandria. [ROLL-CALL VOTE]

City Council: (1) adopted, by a roll-call vote, the resolution approving the issuance, by the Alexandria Redevelopment and Housing Authority (ARHA), of up to $11 million in tax-exempt bonds to CRS Alexandria Housing Corporation, for the acquisition and rehabilitation of Parkwood Court Apartments, a rental complex in Alexandria; and (2) authorized the Clerk of Council to complete the proposed Certificate of Resolution. RES. NO. 1934

13. Consideration of a Resolution Exempting Applicants Replacing Omega Sprinkler Heads from City Building Permit Fees as Permitted by the State. [ROLL-CALL VOTE]

City Council: (1) rescinded Resolution No. 1881, that resolution Council adopted in 1998, to set building permit fees; and (2) adopted the resolution adopting a new building permit schedule. The only proposed fee change is the exemption of permit fees for the replacement of Omega sprinkler heads, as set forth in Section 4(b) of the new resolution. RES. NO. 1935

14. Consideration of City Council Schedule.

City Council: (1) received the updated Council Calendar; (2) determined to begin the public hearing on FY 2001 Budget, which is scheduled for Monday, April 10, at 4:30 p.m.; (3) added to the Council Calendar the Commission for Women Annual Salute to Women Awards Banquet on Monday, March 20, at the Holiday Inn Hotel and Suites located at 625 First Street, with a reception at 6:30 p.m. and the dinner and awards ceremony at 7:00 p.m.; changed the October 12 legislative meeting to Wednesday, October 13, at 7:30 p.m., and rescheduled the canceled Volunteer reception to Thursday, November 18 from 6:30 p.m. to 8:30 p.m. at the Torpedo Factory.
