22. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the city code to authorize city council, when considering special use permit applications for residential developments proposed to be located within residential permit parking districts, to deny or limit the eligibility of the proposed development's residents to receive district parking permits.

23. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the city code to add one additional member to the Alexandria Waterfront Committee who shall be a resident of the city living east of Washington Street and north of Pendleton Street.

24. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the Alexandria West Small Area Plan Chapter of the 1992 Master Plan by changing the land use designation of a portion of the parcels at 5401 Seminary Road and 5188 Dawes Avenue from RL/Residential Low to I/Industrial.
