8. City Council received the following resignations with regret: (a) Marilyn G. Stephenson from the Alexandria Commission on Aging; (b) Susan Locking from the Alexandria Capital Development Office Task Force; (c) James A. Dorsch from the Alexandria Waterfront Committee; and (d) Tobie Hendricks from the Alexandria Youth Policy Commission; requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation, and to advertise the vacancies in the usual manner.

11. Consideration of the Alexandria Community Services Board's (1) Amended FY 2001 Plan of Services which Includes the FY 2000 Performance Contract with the State; (2) Status of the FY 1999-2003 Proposed Housing Plan; and (3) FY 2001 Program Evaluation Plan.

Mental Health, Mental Retardation and Substance Abuse Director Claiborn provided Council with an overview of this item.

Mayor Donley urged that the CSB have a work session with our Legislative Delegation to discuss the impacts of legislation and how it affects City programs.

Mayor Donley directed questions to Mental Health, Mental Retardation and Substance Abuse Director Claiborn with respect to the increase in the State's estimate of revenue to be generated from Medicaid fees.

Mayor Donley noted, that during the budget deliberations, he would request a budget memo with respect to anticipated Medicaid revenue regarding how it is going and how accurate is the State's estimate.

City Council: (1) approved the Board's amended FY 2001 Plan of Services that includes approval of the Performance Contract with the State adding a total of $549,803 in increased State funding, Medicaid fees and contract income from the Court Services Unit; (2) approved the Board's FY 2001 Program Evaluation Plan; and (3) approved increasing the number of authorized grant-funded City positions by one full-time equivalent Psychological Counselor III position to provide services to Court Services referred juveniles.

12. Receipt of Report on the Community Partnership Fund for Human Services Recommended Priorities for the FY 2002 Competitive Cycle.

City Council docketed for public hearing on Saturday, October 14, the FY 2002 priorities for the Community Partnership Fund, including the community input on priorities received this summer.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper requested a status report on what the City is doing regarding the issue of mosquitos and the West Nile Virus.

Health Director Konigsberg provided Council with an overview of this issue in the Metropolitan area, in Alexandria and Northern Virginia.

(b) Councilman Euille noted that there are two ordinances which have fiscal impacts that Council passed on First Reading tonight bringing the City Code into compliance with the State Code . He requested staff to provide Council with a memo at some point with some kind of analysis of these impacts. He also suggested that this issue be discussed with our Legislative Delegation at Council's work session.

(c) Councilwoman Woodson spoke to the City Manager's memorandum with respect to the Youth Policy Commission. She indicated that she has talked to people and is looking at some of the ideas that are interesting with respect to teens and would like to bring them to the Youth Policy Commission. She stated that the kids are crying out for something to do.

Mayor Donley, chair, Youth Policy Commission, expounded on the activities of the Youth Policy Commission. He noted that the teen pregnancy rate is down 12 percent. The Commission will be making recommendations to Council relative to changes with existing City services or additional City services. Mayor Donley urged any Member of Council who would like to attend a meeting of the Youth Policy Commission to do so, or provide any recommendations they may have to the Youth Policy Commission. He indicated that an asset survey of our kids, endorsed by the superintendent of schools and school board, will take place and will primarily focus on the public school kids.

City Manager Sunderland noted that the survey will be going out to the schools. An analysis and report from staff will be provided to the Youth Policy Commission which will do its own analysis. After the first of the year, a work session will be scheduled with City Council on any issues it wishes to address.

Assistant City Manager Godwin indicated the survey will be done by The Search Institute.

(d) Councilman Speck reported that he is impressed with the renovation of the Torpedo Factory. He encouraged everyone to go down to take a look at it.

(e) Mayor Donley encouraged Members to use oral presentations as a means of reporting to Council what takes place at the meetings with respect to the regional bodies on which they serve.

He reported that Councilman Euille and he serve on the Northern Virginia Transportation Commission. He provided Council with an overview of statistics relating to FY 2000 public transit systems in Northern Virginia.

Transportation and Environmental Services Director Baier and City Manager Sunderland participated in the discussion.

(f) Councilwoman Pepper, as a member of COG, recounted that they are looking into the subject of teleworking.

ORDINANCES AND RESOLUTIONS

CONSENT CALENDAR (13- 19)

13. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the provisions of the Title 3 of the City Code, which imposes a consumption tax on electric and natural gas utility services, and Title 9 of the City Code, which imposes a business license tax on the providers of such services, to conform to recent changes in state law.

14. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the provisions of Title 5 of the City Code dealing with the impounding of dangerous and vicious dogs, to conform to recent changes in state law.

15. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the provisions of Title 7 of the City Code to expand the area within which the Alexandria Historical Restoration and Preservation Commission may exercise its powers.

16. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the provisions of Title 9 of the City Code which establish the due dates for the payment of business license taxes, to conform to the requirements of state law.

17. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the provisions of Title 10 of the City Code to permit a business which services, repairs, stores or parks motor vehicles, temporarily to park customer vehicles on public streets, but only to the extent authorized by the special use permit which governs the business.

18. Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to authorize an encroachment into the public street right-of-way at 321 Duke Street.

20. Consideration of City Council Schedule.

City Manager Sunderland noted that the Festival of Cultures is Friday, October 13, from 11:00 a.m. to 2:00 p.m., at the Charles Houston Recreation Center.

Councilwoman Pepper requested that a van be provided to take Council to the Aging Expo on Saturday, October 14. She also requested that the time for the walking tour of Mt. Vernon Avenue be changed to 2:30 p.m.

City Council added to the Council Calendar: (1) the walking tour of Mt. Vernon Avenue, requested by Councilman Speck at Council's September 27 legislative meeting, for Wednesday, October 25, at 2:30 p.m. beginning at Mancini's Restaurant. The date for the Duke Street tour will be provided at Council's next legislative meeting; (2) a breakfast with representatives of the Roanoke City Council and staff on Monday, October 23, at 7:30 a.m. at the Hyatt Regency Crystal City, 2799 Jefferson Davis Highway, Arlington, during the Virginia Municipal League Conference as part of the Virginians to Virginians Program sponsored by the Virginia Municipal League; and (3) a work session on the Woodrow Wilson Bridge Urban Deck and the Redevelopment of Jones Point Park at 6:00 p.m. before Council's Tuesday, November 14 legislative meeting.

This will include: one professional, three citizens who live in Old Town North and three business representatives from Old Town North. The vote was unanimous by all those present.
