City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

City Council (a) appointed Michele Chapman as a Representative from the Alexandria Redevelopment and Housing Authority Board of Commissioners (ARHA) to the Alexandria Affordable Housing Advisory Committee; (b) appointed Timothy Smith and William Tabor as Members-at-Large to the Alexandria Archaeological Commission; (c) reappointed Mary Brooks and appointed Marjon van den Bosch as Members Who Represent the Arts Education or Business Expertise Relative to the Arts and Cultural Development, Including Such Perspectives as Marketing, Finance/Funding, Tourism Promotion and Organizational Development to the Alexandria Commission for the Arts; (d) appointed Cynthia DeGrood as a Member from the Field of Environmental Sciences to the Alexandria Environmental Policy Commission; (e) reappointed Clarence Cooper as a Representative from the Alexandria Society for the Preservation of Black Heritage (ASPBH) and Jean Oseth as a Representative from the Alexandria Historic Landmark Society to the Historic Alexandria Resources Commission; and (f) appointed Raymond McKeough as a Citizen Member to the Alexandria Juvenile Detention Commission.

9. City Council received the Monthly Financial Report for the period ending March 31, 2001.

10. City Council authorized the capital project allocations and planned expenditures for the capital projects as detailed in the Capital Improvement Expenditure Summary.

11. City Council: (1) received the 5-Year Plan, and (2) thanked the Board for its efforts on behalf of the City.

12. City Council: (1) received the additional $36,014 and authorized the City Manager to execute all necessary documents, and (2) approved the conversion of one part-time Community Services Specialist to full-time and one part-time Case Aide to full-time. These grant-funded positions would terminate upon the expiration of the grant and the individuals who fill these positions were notified of this condition of employment at the time they were hired and have signed an agreement of understanding with regard to this condition of employment.

13. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Criminal Justice Services for funding in the amount of $190,751, for continued funding of the Victim/Witness Assistance Program; (2) approve the continuation of the five full-time grant-funded positions (one Clerk Typist II position, a Collections Specialist II position, two Victim-Witness Specialist I positions, and one Victim-Witness Specialist II position) covered by the Victim/Witness Assistance Grant. These grant-funded positions would terminate upon the expiration of the grant, and the individuals who are to fill these positions would be notified of this condition of employment. It should be noted that there are no funds available in the City budget to continue these activities once the grant funds are expended; and (3) execute all necessary documents that may be required.

14. City Council (1) approved the submission of this grant application to FEMA; and (2) authorized the City Manager to submit an "Application For Federal Assistance," including all ancillary documents to complete this competitive grant application.

15. Public Hearing on Assessment and Tax Increase Public Notice. [This is a Requirement of the State Code to Hold a Public Hearing; however, there is No Proposed Increase in the Real Property Tax Rate of $1.11 per $100 of Assessed Value in the FY 2002 Proposed Budget.]

REPORTS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Woodson, as Council's representative on the Alexandria Library Board, reported on the recent activities of the Board.

(b) Councilwoman Pepper, as a Member of the Board of the Council of Governments, provided Council with an overview of COG and the actions of the Board and various committees of COG.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Woodson spoke to the issue of speeding traffic throughout the City on its residential streets. She encouraged persons to check their behavior when they get into the car and be respectful.

(b) Mayor Donley announced that the Alexandria Campaign on Adolescent Pregnancy (ACAP) will unveil its new advertising and media campaign to promote public awareness about teen pregnancy prevention on Monday, April 30, at 12 noon, at Landmark Mall. He, Vice Mayor William Cleveland, and other concerned leaders, parents and young people will be on hand to discuss the cutting edge ads and the need to effectively target the problem of teen pregnancy in Alexandria.

(c) Councilman Euille reported that this Saturday, April 28, is Christmas in April and Council and staff will be working on a house on Laverne Avenue that needs minor fix-it work, cleaning and gardening. Work will start around 9:00 a.m. and conclude by approximately 1 p.m.

(d) Councilwoman Eberwein thanked the City Manager and Transportation and Environmental Services Director Baier for putting in the budget something that she requested to ask the traffic department to look into at five of our schools, Polk, George Washington, Charles Barrett, Patrick Henry and MacArthur, because they have experienced high rates of speed during the commuting hours.

16. Consideration of a Resolution Establishing an Ad Hoc Steering Committee for the Recreation Needs Assessment Study. [ROLL-CALL VOTE]

City Council adopted the resolution and established an ad hoc steering committee, to oversee the recreation needs assessment study process, that will be composed of 8 members to be appointed as described below: (a) one representative from the Park and Recreation Commission; (b) one representative from the Youth Policy Commission; (c) one representative from the Planning Commission; (d) one representative from the Commission on Aging; (e) one representative from the Chamber of Commerce; and (f) three citizen representatives, one from each of the three Park and Recreation Commission Planning Districts. 18. Consideration of City Council Schedule.

City Council received the updated Council Calendar and noted the following additions: (1) Monday, April 30, the Alexandria Campaign on Adolescent Pregnancy (ACAP) Media Kick-Off at noon at Landmark Mall, Center Court; and (2) the National Youth Services Day Reception that is scheduled for 6:00 p.m. on Wednesday, April 25, will be held in the Vola Lawson Lobby.

ORDINANCES AND RESOLUTIONS (continued)

23. Second Reading and Final Passage of An Ordinance to amend and reordain Ordinance No. 4092, passed November 13, 1999, to revise the terms of the vacation of the public street right-of-way between Slaters Lane and West Abingdon Drive, adjacent to the Mason Hall Apartments, and to approve and authorize the construction of certain site improvements on the apartment property in connection therewith. (#16 4/21/01; #17 4/10/01) [ROLL-CALL VOTE]

Planning and Zoning Deputy Director Ross summarized the three issues that came up on Saturday which needed resolution. She indicated that Barbara Clark has accepted the Leyland Cypress for the plantings. The three issues are outlined in the City Manager's memorandum dated April 24, 2001, which is on file in the office of the City Clerk.

Ms. Ross noted, with respect to the issue of service vehicles behind the building, that Mason Hall has not changed its position on this point, and is unwilling to limit the times when service vehicles enter the rear area. Mason Hall is willing, as it said on Saturday, to install a lip on the asphalt.

(A copy of the verbatim transcript of the dialogue between Mason Hall representative Hathway, City Council Members, and City staff is on file in the office of the City Clerk and Clerk of Council and is incorporated herewith as part of the record by reference.)

Councilwoman Woodson questioned Mr. Hathway, Mason Hall representative, with respect to move-ins. She noted that service vehicles could be a moving van, a U-Haul, or a car making many trips and wanted to know how will this be governed.

Mr. Hathway indicated that the Manager is going to have a key, so anybody that wants to go to load or unload is going to have to go to the Manager to get a key, and the Manager is instructed to minimize the length of travel down the hallways so that we can keep our carpets in good repair and don't have to replace them often, and therefore, will be telling them what is the best door to use to move in.

Mayor Donley had an exchange with Mason Hall representative Hathway with respect to limiting access to the doors.

For the record, Mayor Donley stated that it is his understanding that Mason Hall is not willing to limit access in the side area there to those doors in any fashion or matter other than what's outside the normal course of business.

Mr. Hathway responded, "That is correct."

Mayor Donley stated, "You're not willing to do that, and if we were to impose a condition like that, you would not be willing to settle this whole matter."

Mr. Hathway responded, "Yes, I would think that I would have to call Mr. McKinley."

Mayor Donley further stated, "I'm asking you, if we impose that condition, you are not going to agree?"

Mr. Hathway stated, "That is correct."

ORDINANCE AND RESOLUTIONS (continued)

City Council finally passed the ordinance, as amended, upon its Second Reading and Final Passage and noted the changes to the site plan that Mason Hall has agreed to, and incorporated the amendments that are outlined in the staff memorandum dated April 24, 2001, requested Mason Hall to provide some statement of what it has agreed to in terms of what its policy will be in allowing vehicles to use what we are calling the back door, noted that there will be a curb on the asphalt as Ms. Ross indicated, and that there will be no further paving in the back.
