Present: Mayor Kerry J. Donley, Vice Mayor William C. Cleveland, Members of Council William D. Euille, Redella S. Pepper, David G. Speck, and Joyce Woodson.
Absent: Councilwoman Claire M. Eberwein.

The Meeting was called to Order by Mayor Donley, and the City Clerk called the
Roll
; all Members of City Council were present except Councilwoman Eberwein.
(It was noted that a
Notice
of this Special Meeting had been previously served upon each Member of Council, pursuant to a provision of the City Charter, a copy of the Notice certified by each Member of Council being on file in the office of the City Clerk and Clerk of Council.)
2. Motion: That the Statement of the Secretary of the Electoral Board, dated June 26, 2000, be Spread upon the Minutes.
The statement reads as follows:
"Good evening. It is my pleasure to report the certification of election of the election that we had on May, May 2

for Mayor and City Council here in the City of Alexandria. First, the instructive votes cast in the City of Alexandria, Virginia, on May 2, 2000, General Election for the office of Mayor.
We, the undersigned Electoral Board, upon examination of the official records deposited with the Clerk of the Court, Circuit Court, of the election held on May 2

, do hereby certify that the above is a true and correct Abstract of the votes cast at the said election and do, therefore, determine and declare that the following person has received the greatest number of votes cast for the above office in the said election: Kerry J. , upon motion by Vice Mayor Cleveland, seconded by Councilman Euille and carried unanimously by all those present, City Council requested that the statement of the Secretary of the Electoral Board be spread upon the Minutes. The voting was as follows:

3. Motion: I move that Kerry J. Donley, be and he hereby is, declared duly elected and qualified as Mayor of and a Council Member of the City of Alexandria, Virginia.

, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously by all those present, Kerry J. Donley was duly elected and qualified as Mayor of and a Council Member of the City of Alexandria. The voting was as follows:

4. Motion: I move that William C. Cleveland, Claire M. Eberwein, William D. Euille, Redella S. "Del" Pepper, David G. Speck, and Joyce Woodson be, and they hereby are, declared duly elected and qualified as Members of the City Council for the City of Alexandria.

, upon motion by Councilwoman Woodson, seconded by Councilman Euille and carried unanimously by all those present, William C. Cleveland, Claire M. Eberwein, William D. Euille, Redella S. "Del" Pepper, David G. Speck, and Joyce Woodson were declared duly elected and qualified as Members of the City Council of the City of Alexandria. The voting was as follows:

5. Declaration by the Mayor that the City Council is Duly Constituted and in Session.
Mayor Donley declared that the City Council of the City of Alexandria is hereby duly constituted and in session.
6. Confirmation of the Election of the Vice Mayor by the Newly Elected City Council Pursuant to City Charter Requirements.

, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously by all those present, William C. Cleveland was confirmed as the Vice Mayor by the newly elected City Council. The voting was as follows:

Councilwoman Pepper spoke to the Successful Aging Expo. She suggested that a van be available to take the Council Members to and from the Episcopal Seminary during an extended lunch break at the October 14, 2000 Public Hearing Meeting.
WHEREUPON
, upon motion by Councilman Speck, seconded by Councilman Euille and carried unanimously by all those present, Council approved the Council Calendar with the request that the October 14, 2000 Public Hearing Meeting lunch be an extended lunch break (Noon to 1:30 p.m.) so that Council can attend the Successful Aging Expo for that period of time. Council scheduled the Council Retreat for Friday, October 20, and Saturday, October 21, at the Catharine Lodge, Winkler Botanical Preserve. The voting was as follows:
