William Dickinson, citizen member, Northern Virginia Regional Park Authority, made opening remarks and introduced David Pritzker, citizen member, and Gary N. Fenton, Executive Director.

Mr. Fenton provided Council with an overview of the Authority.

9. City Council received the following resignations from Boards, Commissions and Committees with regret: (a) Mary Ann Cusack from the Alexandria Commission on Aging; (b) Harriet Wagner from the Alexandria Consumer Affairs Commission; (c) Sheila R. Street from the Alexandria Early Childhood Commission; and (d) Yvonne D. Cooper from the Alexandria Economic Opportunities Commission; requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

10. City Council (a) reappointed Ludwig Gaines as a Resident Member who is Neither a Landlord nor a Tenant to the Alexandria Landlord-Tenant Relations Board; and (b) appointed Hudson B. Riehle as a National/International Trade or Professional Association Executive from the Tourism Industry to the Alexandria Convention and Visitors Association Board of Governors.

11. Without objection, Julie Crenshaw, 816 Cameron Street, spoke on this item.

City Manager Sunderland will meet with Ms. Crenshaw to address the issues she raised.

City Council received the Annual Report from the Alexandria Waterfront Committee and thanked the Committee for its efforts on behalf of the City. (Separate Motion)

13. Consideration of Update Report on Items Before the 2001 General Assembly Session.

Legislative Director Caton provided an update on items before the 2001 General Assembly.

City Council supported House Bill No. 2776, which would authorize each Northern Virginia local government to impose an additional $.01 sales tax (with half the revenue being used for transportation, and half for education) following an affirmative vote at a referendum to be held on the issue on November 6.

City Council opposed House Bill No. 2725, which proposes a half cent increase in the sales tax, with the resulting revenues appropriated by the General Assembly to transportation projects.

City Council opposed Senate Bill No. 1355 which proposes the creation of a Northern Virginia Transportation Authority.

City Council received the report and approved the recommendations of the balance of the report as presented.

14. Receipt of the Capital Development Office Task Force Report.

City Council (1) received the report of the Capital Development Office Task Force, and thanked the members of the task force for their thoughtful deliberations and hard work; and (2) referred the report to staff for review, with the staff report and recommendations to be docketed at the second legislative meeting in February.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper noted that she attended the installation of St. Clements' new pastor, John Hortum, this past Sunday. She requested that he be contacted to provide the invocation at a future Council Meeting.

(b) Councilwoman Pepper addressed the unattractive newsracks in other areas of the City removed from Old Town. Throughout the City, she would like to see more of the brown newsracks that are located in Old Town.

Councilman Speck reported that he had a meeting approximately ten days ago with the City Attorney with respect to this issue. He explained that the current regulations are part of a voluntary agreement for the uniform style colored boxes. He noted that the agreement pertains only to Old Town.

City Attorney Pessoa indicated that he will be working to form a task force to focus on these issues elsewhere in the City.

(c) Councilwoman Woodson announced the retirement of Reverend Lloyd Roberts, Ebenezer Baptist Church. There will be a retirement banquet for him on Saturday, February 3.

(d) Councilwoman Eberwein thanked Samuel Tucker Elementary School Principal David, and School Facilities Community Services representative Brown for hosting this evening's Council meeting. She noted that the Members of Council were presented with brick name plates.

(e) Councilman Speck encouraged everyone to view the public art in the 100 block of King Street where the Small Mall once was. Some artists from the Torpedo Factory were recently commissioned to do some art.

ORDINANCES AND RESOLUTIONS

15. Introduction and First Reading. Consideration. Passage on First and Second Reading of AN ORDINANCE to adopt Supplement No. 59 to the Code of the City of Alexandria, and to provide for the repeal of ordinances not included therein, except those saved from repeal by this ordinance, and for other purposes. 16. Consideration of City Council Schedule.

Mayor Donley noted the additions to the calendar. In addition, he stated that the Washington Area Housing Partnership Summit will be held on March 23, at the National Press Club.

City Council noted the following additions to the calendar: (a) Tuesday, February 6, reception for Planning Commission Chairman William Hurd in the Vola Lawson Lobby, starting at 6:00 p.m. before the February Planning Commission meeting; (b) Thursday, February 15, Alexandria United Way's "Heart to Heart" dialogue with City Council at noon in the auditorium at Goodwin House; and (c) Saturday, May 19, Affordable Housing Task Force Summit, from 8:00 a.m. to 4:00 p.m., location to be announced.

City Council reappointed Kirk Fedder as a Member from Planning District II to the Alexandria Park and Recreation Commission.

20. CITIZEN DISCUSSION PERIOD

(a) Joanne Tomasello, 511 North Pickett Street, spoke to the Foxchase Shopping Center and expressed concern about movie theatre which features x-rated movies, and the video store which rents them.

Vice Mayor Cleveland suggested that staff take a look at what other jurisdictions have done to get rid of their complexes which feature x-rated movies.

Mayor Donley requested the City Manager to contact the owners of the shopping center to discuss these concerns.

Ms. Tomasello addressed a recent meeting held by KMS/Jamestown Village at Francis Hammond Middle School. She reported that there was an assertion made about a proposed townhouse development and an exchange of school-owned property at Francis Hammond. She stated that the City needs those wooded pocket areas.

(b) Converse West, 200 North Pickett Street, #704, chairman, Holmes Run Committee, spoke to the need of a connector between Eisenhower Avenue and Duke Street.

(c) Roland Gonzales, 4914 Gardner Drive, president, Cameron Station Civic Association, expressed appreciation to Council for having this meeting in this location and hopes it is the first of many. He noted that the connector is of great concern to this community and wants to protect the vibrancy of this community. They will be watching very closely as plans move forward.

Mayor Donley stated that there will be plenty of opportunities for people to participate in the process. This is under study at the present time, as well as looking at the potential affects on the Cameron Station community.

City Manager Sunderland reported that a status report will be coming forth to City Council either at the second meeting in February or first meeting in March. This report will lay out the process. A copy of the report will be provided to the Cameron Station Civic Association prior to the Council meeting.

(d) Clarence L. Cooper, 415 South Royal Street, representing the Alexandria society for the Preservation of Black Heritage, reported that the gazebo at the Alexandria African American Heritage Park needs to be repaired and painted. He expressed concerns about parking near the park. He stated that there is no parking available on either side of Holland Lane.

Vice Mayor Cleveland thought Council would provide parking for the park on Jamieson Street once it is extended.

Mayor Donley requested that the painting and repair be done. He suggested that possibly more City-sponsored events could be held there so that more people know about it.

(e) Ludwig Gaines, 1613 B Hunting Creek Drive, representing the NAACP, commended City Council on its stance for the living wage.

(f) Melissa Luby, 312 1/2 North Henry Street, gave a special thanks to the City Council for the Tucker Elementary School.

(g) Emily DeCicco, 5027 Waple Lane, thanked City Council for its help with the staging area issue. She also noted that there will be a fund-raiser for the Tucker Elementary School in the near future.

I am writing to invite you to attend the January 23 City Council meeting at the Samuel Tucker Elementary School, 435 Ferdinand Day Drive (Cameron Station). The meeting begins at 7:30 p.m. and includes a public discussion period at the end of the regular legislative docket.
This meeting is the first in a new Council-on-the Road program. That program is part of a communications/outreach initiative designed to keep citizens informed on important issues
facing the community and to increase the level of communication between elected officials, City staff, and citizens.
During the public discussion period, citizens will be free to raise any issues of concern and/or comment on any topic or City project. I hope that you and the members of your association will attend this meeting.
