At 8:00 a.m., in the Council Workroom, there was a City Council
Work Session
with Congressman Moran to discuss Federal legislation relative to the City of Alexandria. The items that were discussed are as follows:
Pending Federal Issues of Interest to the City: (a) Federal funding to prepare to respond to terrorism; (b) issues surrounding security at the Federal Courthouse; (c) economic development/funding for purchase of Datatel site; (d) needs related to sanitary sewers; (e) transportation needs - King/Braddock/Quaker; (f) funding for the Alexandria Detention Center; (g) Alexandria waterfront - funding for Windmill Hill Park; (h) enhancing the bike trail system; (i) funding for the stabilization of the fortifications at Fort Ward; (j) funding for open space; (k) flow control; (l) funding to assist in protecting the privacy of mental health and other health records; and (m) pre-tax payments for long-term care insurance.
The agenda was followed. Congressman Moran provided feedback to the Members of City Council and staff with regard to
pending Federal legislation of interest to the City of Alexandria.
Staff was requested to work with Congressman Moran's staff with respect to details of the $8 million proposed public expenditure for emergency preparedness. Congressman Moran will be liaison with the Justice Department. Mayor Donley stated that we want to maintain as much flexibility under the Byrne grant as possible to enhance our responsiveness to public safety.
Congressman Moran stated that the U.S. Marshal Service's intent is to fully reimburse the City. It's his intent to insure that this is done. The Marshal Service will pay for actual costs incurred.
With respect to street closures in the area of the Federal Courthouse, Congressman Moran suggested another meeting with the U.S. Marshal Service, the U.S. Attorney, the Justice Department and whoever else should be involved to let them know what the City's parameters are.
Congressman Moran indicated continued support for flow control legislation.
There are no Federal funds available for the purchase of the Datatel site.
With respect to sanitary sewers, Congressman Moran said he doubted if he could get any more money for this purpose, but he will try. He is not optimistic.
Regarding transportation needs at the King Street, Braddock Road and Quaker Lane intersection, Congressman Moran will try to get ITS money for this intersection.
Congressman Moran stated that he intends to and has been in touch with the Sheriff on a regular basis. The Sheriff will keep the Congressman apprised. Congressman Moran indicated that the Sheriff needs additional funding for his staffing as well as Federal security measures. He stated that he trusts they will be able to get funding for both.
Sheriff Dunning suggested that the Office of Homeland Security be contacted to see if they have operational money.
No funding will be requested for Windmill Hill Park. Congressman Moran stated that there is one tangentially related issue in terms of the waterfront. There is still the ongoing issue with regard to the use of the property at the foot of King Street extending through the Boat Club and through the Mann/Richards property. Once the City has its consensus plan finalized, he thinks that the Federal Government is finally prepared to move.
Staff was requested to prepare a draft letter for Congressman Moran to send to VDOT identifying where the City wants T21 funds spent and provide him with some sense of the amount.
Congressman Moran has asked the Corps of Engineers for money for Holmes Run improvements, i.e., funds for the bike trail and the improvement of the watershed itself which will be modeled after the success that was achieved on the Four Mile Run project.
Historic Alexandria Director Federico was requested to get a letter of endorsement to Congressman Moran for application for funds to be used for Fort Ward.
There was discussion on the Belle Haven Marina.
Congressman Moran reported that $600,000 is to be provided for the Arlandria Clinic for a new facility if one can be found.

11. Consideration of
Update Report
on Items Before the 2002 General Assembly Session.

Senators Ticer and Saslaw, Delegates Van Landingham and Moran spoke regarding this year's General Assembly Session and responded to questions.
Legislative Director Caton participated in the discussion.

City Council authorized the Mayor to send a letter to Governor Warner indicating that Council would want him to veto the bill that has come forward that denies us the right to have safety in our recreation and other public buildings. The voting was as follows:

Mayor Donley noted that he has also talked with all of his colleagues from Fairfax, Fairfax City, Arlington, Falls Church, Prince William and Loudoun and has gained commitments to support a common letter from all of the mayors and chairs in Northern Virginia to also support a veto of this legislation. He reported that the chairman of the Prince William County Board of Supervisors has not signed off, everyone else did.

City Council authorized the Mayor to write a letter to Governor Warner requesting that the General Assembly have a special session that will deal with the issue of a referendum for both education and transportation. The voting was as follows:

Mayor Donley stated that the mayors and chairs of Northern Virginia will be writing, again with the exception of Prince William County, going on record asking for that same special session.
Councilwoman Pepper stated that somewhere, somehow we have to communicate to the Governor that we don't want him to go ahead just alone with an amendment to the Hampton Roads Bill that includes Northern Virginia. She stressed that this needs to be specified. It was the consensus of Council to go forward with this and the Mayor will contact the Governor.

13. City Council received the following resignations with regret: (a) Amy E. Wilson from the Alexandria-Gyumri Sister City Committee; and (b) Beverly Winterscheid from the Alexandria-Caen Exchange Commission; authorized the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

15. Verbal Report on the Status of Proposed Improvements to the CSX Overpass at the King Street Metro Station.
Transportation and Environmental Services Director Baier provided Council with a status report on the proposed improvements to the CSX Overpass at the King Street Metro Station. Staff was requested to communicate to CSX that June 15, is the goal for completion of the improvements.
16. Verbal Report on the Status of the Datatel Building on Mount Vernon Avenue.
Councilwoman Eberwein requested that the City/Schools committee consider the issue of the possible relocation of the School Administration Building to the Datatel site.
City Manager Sunderland and Planning and Zoning Deputy Director Ross gave Council a status report of the Datatel Building on Mount Vernon Avenue.
17. Consideration of Amending the
Status of Chetworth Park
in the City’s Master Plan for Dog Exercise Areas and Fenced Dog Parks.

WHEREUPON
, a motion was made by Councilman Speck, seconded by Councilwoman Woodson to rescind effective April 30, 2002, the designation of Chetworth Park as a dog exercise area, thereby requiring that dogs using the park be on leash, and authorized and directed the City Manager to take all actions necessary and desirable to carry out this rescission.
Councilman Euille offered a friendly amendment to change the effective date to May 30, 2002; which friendly amendment was accepted by the maker and seconder of the motion.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilwoman Pepper requested staff to move forward and pursue regulation of adult uses within the City.
(b) Councilwoman Pepper reported on a conversation she had with Seminary Hills Civic Association president Dickinson about the possibility of dedicating a room at the new Burke Library in memory of Lori Godwin.
City Manager Sunderland reported that staff will be thinking about ways to recognize Lori.
(c) Councilwoman Pepper noted that Burke Library will be having its opening on Saturday, April 20, at 10 a.m.
(d) Councilman Speck requested a report regarding an increase in the number of pit bulls in the City.
(e) Councilwoman Eberwein congratulated the George Washington Middle School's symphonic band and its director for receiving a grade of one from all four judges at last week's District 10 Festival Competition.
(f) Councilwoman Woodson encouraged Council Members to take a tour of T. C. Williams High School and note its condition which is clearly dated. It is seriously dated. She stated that as Council thinks about the funding of this, it also needs to be cognizant of the need for flexibility and design so that we will be able to deal with change in the use of that building as we have change in the population. She requested that when the designs are considered that they will work closely with the Recreation Center and create a flexible usage of that building, whether it's the existing building or additions or perhaps a total replacement.

, over that period, the marina has provided a useful recreational service to thousands of Northern Virginians; and
WHEREAS
, the marina provides not only boating slips for the owners of boats who patronize the services of the marina, but a sailing school for new sailors; and
WHEREAS
, the Belle Haven Marina offers an affordable rental service to daytime boaters who wish to sail or canoe on this beautiful stretch of the Potomac River; and
WHEREAS
, supporters of the marina and the National Park Service have committed to protecting and preserving its adjacent neighbor, the environmentally sensitive Dyke Marsh; and
WHEREAS
, the Belle Haven Marina is considered a significant resource for residents of Fairfax County and its neighbors in Alexandria;
