New Business Item No. 1: Mayor Donley recognized former Senator Robert Calhoun, board member, Metropolitan Washington Airports Authority.

Senator Calhoun thanked everyone for their efforts in getting Ronald Reagan Washington National Airport reopened. He introduced James A. Wilding, President and CEO, Metropolitan Washington Airports Authority.

Mr. Wilding also thanked everyone for their efforts and provided a report on the phased reopening of Ronald Reagan Washington National Airport. He responded to questions from Members of Council and the City Manager.

City Manager Sunderland indicated that staff would contact Jonathan Gaffney, Vice President for Communications for the Metropolitan Washington Airports Authority, regarding advertisement of the bus at Dulles Airport.

Mayor Donley announced that the City has taken several steps to encourage residents and visitors to shop and dine in Alexandria in response to the reduced level of patronage in local businesses since the September 11 terrorist attacks and the closing of Ronald Reagan Washington National Airport as follows: (1) New Shuttle from Dulles Airport to Old Town, Alexandria began Monday, October 8. The fare for the shuttle to and from Dulles will be $5 each way, service will be seven days a week, and the shuttle will operate every half hour; (2) Parking Meters, City Garages and Parking Lots will be free after 5 p.m. on weekdays and free on Saturdays and Sundays beginning Saturday, October 13, and continuing through the end of October; and (3) DASH Buses, operated by the Alexandria Transit Authority, can be ridden for free on October 13 and 14. Fares will also be suspended for the paratransit service on October 13 and 14. The already free DASH ABOUT (free weekend shuttle on King Street) will continue.

Councilman Speck encouraged businesses to remind employees not to park on the streets. He also wanted everyone to know that National Airport was reopened in large part due to Mr. Wilding's capable leadership and the work and efforts of Senator Calhoun and Mayor Donley.

Councilwoman Pepper spoke to a copy of a color flier regarding the Dulles Airport shuttle service.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Woodson and carried unanimously, City Council approved the Consent Calendar as presented, with the exception of docket item nos. 12, 13 and 21. The City Manager's recommendations are as follows:

10. City Council received the following resignations with regret: (a) Barbara L. Clark from the Alexandria Ad Hoc Recreation Needs Assessment Steering Committee; (b) Francine Neville from the Alexandria-Gyumri Sister City Committee; (c) Robert K. Coit and James McIntyre from the Alexandria Budget and Fiscal Affairs Advisory Committee; (d) Bruce A. 12. Submission of a Grant by the Alexandria Community Services Board for Funds Available Through the Crisis Counseling Assistance and Training Program Funded and Administered by the Federal Emergency Management Agency (FEMA).

Councilwoman Woodson removed this item from the consent agenda and asked Director of Mental Health, Mental Retardation and Substance Abuse Claiborn to provide some information about this program to the listening public. Dr. Claiborn explained that the purpose of this grant request is in response to the fallout of the terrorist attacks on September 11, 2001, to enhance the crisis counseling services, and to counsel those who are experiencing problems as a result of the attacks.

WHEREUPON, upon motion by Councilwoman Woodson, seconded by Vice Mayor Cleveland and carried unanimously, City Council authorized the City Manager to: (1) approve the submission of the grant application to FEMA in the amount of $91,145 in funds available for 60 days of crisis counseling services, which includes approximately $14,803 for reimbursement of activities already performed and underway, and approximately $76,342 to fund planned activities. Up to ten full-time equivalent temporary outreach workers to conduct disaster mental health crisis intervention will also be recruited; and (2) execute all documents that may be required.

It was noted that the Board's grant application has already been submitted to the State as one part of a multi-Board submission to FEMA being made by/through the State on behalf of the region. The State will present the entire submission on Friday, October 5. Due to the constrained time line for grant submission, staff submitted the grant application contingent upon City Council approval at its October 9 legislative session. The voting was as follows:

13. Receipt of a Grant from the U.S. Department of Health and Human Services Division of Substance Abuse and Mental Health Services Administration (SAMHSA) for the Alexandria Latin Youth Enrichment Program.

Councilwoman Pepper asked that this item be removed from the consent calendar and requested staff to explain the program. Director of Nursing Southard, Alexandria Health Department, provided Council with an overview of the program.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Euille and carried unanimously, City Council authorized the City Manager to: (1) accept the grant from the Department of Health and Human Services, for one-year funding of $85,000 for the SAMHSA/Alexandria Latin Youth Enrichment Program; (2) approve the continuation of three (two full-time and one part-time) grant-funded positions in the Alexandria Health Department Latin Youth Enrichment Program. These grant-funded positions would terminate upon expiration of the grant and the individuals who fill these positions will be notified of this condition of employment at the time their employment is renewed and would sign an agreement of understanding with regard to this condition. It should be noted that there are no additional monies available in the City budget to continue the grant-funded activities after the grant funds expire; and (3) execute all necessary documents pertaining to the grant. 14. Consideration of Staff Report on April 21, 2001 Public Hearing Comments on the Recommendations of the Capital Development Office Task Force.

Councilman Speck explained that due to the current budget constraints that he would like this to be deferred until sometime next year.

REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Eberwein announced that her new e-mail address is: eberwein-council@home.com.

(b) Councilwoman Eberwein thanked the Rosemont Garden Club for its work on the traffic islands in Rosemont and Commonwealth Avenues. They look lovely.

(c) Councilwoman Eberwein reported that Councilwoman Woodson and she serve on the COG Metropolitan Development Policy Committee. It is currently going to be making a proposal to the MCOG Board. This is a proposal to develop a multimedia product, i.e., a CD, which would talk about smart growth policies. This is an educational tool to be used in the community.




(d) Councilwoman Pepper spoke to a recent article in The Washington Post, "Reverberations on Giving, Living," which relates to nonprofits being affected by the events of September 11, and urged people to continue to support those nonprofits which they have supported in the past.

(e) Councilwoman Pepper noted that she was impressed by two letters that were received by the Mayor from our Sister Cities concerning the events of September 11. She read an excerpt from the letter from the Lord Provost of Dundee, Scotland.

(f) Vice Mayor Cleveland encouraged persons to continue to tithe to the churches which are an important facet during these times.

(g) Councilwoman Woodson requested everyone to support First Night Alexandria so that it can happen this year.

(h) Councilwoman Woodson announced that she will be having a meeting regarding a teen center on Friday, October 12, 2001, at 9:30 a.m. in the City Council's conference room. She invited interested parties to attend.

(i) Councilman Euille noted that he is Honorary Corporate Chair of First Night and reported on the fund-raising efforts to date.

(j) Councilman Euille asked consensus of Council for the creation of a Martin Luther King Working Group to work, under the auspices of the Martin Luther King Memorial Planning Committee, on recommending a permanent Martin Luther King Memorial in the City. The proposed group will consist of two to three members from the Memorial Anniversary Committee, a representative from the Black and Hispanic Women's Organization, the Inner Faith Council, the NAACP, in addition to Vice Mayor Cleveland and himself for a total of about ten to eleven persons. The charge of this group will be to determine whether a memorial would be appropriate, consider the type of memorial and a location for it, with the Work Group making a final recommendation to the City Council for consideration and approval at a later date.

There was no objection to Councilman Euille's request.

(k) Councilman Speck asked the City Manager to provide an overview of the recent meeting held with representatives from CSX regarding the King Street overpass.

City Manager Sunderland and Transportation and Environmental Services Director Baier gave a report on the meeting and what was agreed to between the parties.

(l) Councilman Speck spoke to a recent meeting of the Northeast neighborhood regarding the Chetworth Dog Park.

Director of Recreation, Parks and Cultural Activities Director Whitmore gave Council an overview of the recent meeting.

Members of City Council participated in the discussion.

City Manager Sunderland reported staff will work on trying to solve the issues and come back to Council in two to four weeks with a report.




(m) Vice Mayor Cleveland asked the status of the City's emergency management plan.

Fire Chief Hawkins gave an overview of the City's emergency planning efforts.

City Manager Sunderland reported that the City does have an emergency plan in place and will be looking into processes and procedures to decide what we are going to do.

Fire Chief Hawkins reported that $32,000 was raised by the firemen this past Sunday during the "Fill-the-Boot" campaign. This money will be presented to a representative of the FDNY to be taken and presented to its 9-11 Relief Fund.

(n) Vice Mayor Cleveland stated that he misses the big flag which was flown from City Hall and would like to see it flown again.

(o) Mayor Donley congratulated Police Lieutenant Butler on his recent promotion to Captain and thanked him for his service as Council's Liaison with the Police Department. Mayor Donley welcomed Lieutenant Mark Uzzell who will replace Dennis as the Council Liaison.

(p) Mayor Donley noted that the ribbon he was wearing was made by the Women's Empowerment Group at the Alexandria Detention Center.

(q) Mayor Donley announced that the National League of Cities and state municipal leagues across the country -- including VML -- have established a special fund to support public employees affected by the September 11 terrorist attacks. The Always Remember 9-11 Fund will be used to provide assistance to the families of public employees who were killed or injured in the attacks and to assist public organizations affected by the attacks. The money will be used for both short- and long-term health, financial and educational needs of public employees and families directly affected by the terrorist attacks. Money may also be used to provide supplies, equipment and other support to public organizations directly affected by the attacks and the recovery efforts.

(r) Mayor Donley reported that Councilman Speck and he sit on the Crystal City/Potomac Yard Corridor Transit Alternatives Analysis Policy Advisory Committee. He announced that the Virginia Department of Rail and Public Transportation (DRPT) will hold public meetings on October 25 and 30, 2001, in Arlington and Alexandria to present leading alternatives for transit in the Crystal City/Potomac Yard corridor. The meetings, which will include exhibits, a presentation, and a question/answer session, are scheduled as follows: Arlington: Thursday, October 25, 2001, 7:00 p.m., Crystal Gateway Condominiums Meeting Room, 1300 Crystal Drive, Arlington, VA, and Alexandria: Tuesday, October 30, 2001, 7:00 p.m., Mt. Vernon Elementary School Auditorium, 2601 Commonwealth Avenue, Alexandria, VA.

Mayor Donley noted that the gubernatorial ceremony in January is the day of Council's public hearing meeting, January 12.

WHEREUPON, upon motion by Councilman Euille, seconded by Vice Mayor Cleveland and carried unanimously, City Council: (1) received the updated calendar which includes the Animal Welfare League of Alexandria's annual dinner on Saturday, November 3, with a reception and silent auction at 6:30 p.m., dinner at 8:00 p.m., at the Holiday Inn located at 625 First Street; and (2) noted that the Alexandria Human Rights Commission's commemoration of the 30th anniversary of the T.C. Williams Titans State Football Championship and celebrating integration scheduled for Monday, December 3, will be at 7:00 p.m. at T.C. Williams High School. The voting was as follows:

WHEREUPON, a motion was made by Councilwoman Woodson and seconded by Councilwoman Eberwein, for purposes of discussion, that City Council make one appointment tonight and defer appointment of the other two vacancies until after City Council submits its request to the General Assembly for authority to reduce the size of the Board of Commissioners by two [from nine members to seven members] and the General Assembly has acted upon Council's request and gives Council a ruling.




Councilwoman Woodson explained that Council should take this opportunity to reduce the size of the Board to seven members. She stated that she had discussed this with the City Attorney, and he has assured her that Council has the legal right to defer these appointments pending approval from the General Assembly to change the charter. Councilwoman Woodson noted that two people have voluntarily left the Board and she thinks this is an opportunity for Council to reduce this body without offending anyone.

Mayor Donley agreed with the sentiment to reduce the size of the Board, but he felt that this should occur after General Assembly approval. He stated that it's important to get some new people on the Board, and this is an excellent opportunity to do so.

Members of City Council and the City Attorney participated in the discussion.

WHEREUPON, after the discussion, Council returned to the motion by Councilwoman Woodson and seconded by Councilwoman Eberwein that City Council make one appointment tonight and defer appointment of the other two vacancies until after City Council submits its request to the General Assembly to reduce the size of the Board of Commissioners by two [from nine members to seven members], and the General Assembly has acted upon Council's request and gives Council a ruling; which motion FAILED on a vote of 2-to-5. The voting was as follows:
