END OF CONSENT CALENDAR

City Council approved the Consent Calendar, with the removal of items 15, 16, 21 and 22 and considered them under separate motions. The City Manager's recommendations are as follows:

9. City Council received the following resignations with regret: (a) Nancy J. Busick, Alexandria Early Childhood Commission; and (b) Keith Larson, Alexandria Law Library Board.

10. City Council (a) appointed Shelia McCurley as the citizen member to the Alexandria-Gyumri Sister City Committee; (b) appointed Matthew Natale as the member designated by Councilwoman Joyce Woodson to the Alexandria Budget and Fiscal Affairs Advisory Committee; (c) waived the residency requirement and appointed John Harper, Jr. as the member from and representing the Alexandria Human Rights Commission to the Alexandria Commission on HIV/AIDS; (d) appointed Jeffrey McAllister as the citizen member with a disability and appointed Anne Marie Hohman as the citizen member to the Alexandria Commission on Persons with Disabilities; (e) appointed Erwin Bondareff as the developmental pediatrician to the Alexandria Early Childhood Commission; (f) appointed Paul Wilson as the business representative designated by the Alexandria Chamber of Commerce to the Historic Alexandria Resources Commission; and (g) appointed Sanford Horn as the citizen member to the Alexandria Public Records Advisory Commission.

11. City Council received the 2003 Annual Report of the Board of Zoning Appeals (BZA) and thanked the BZA for its efforts on behalf of the City.

12. City Council received the FY 2002-2003 Annual Report of the Consumer Affairs Commission and thanked the Commission for its efforts on behalf of the City.

13. City Council authorized the allocation of Housing Trust Fund Monies to Alexandria Christmas in April Rebuliding Together, Inc.

14. City Council authorized the City Manager to (a) submit a renewal grant application for funding to continue the Domestic Violence Intervention Project and (b) execute all necessary documents that may be required.

15. City Council authorized a request to use City Contingent Reserve Funds for a contribution to the Street Smart Pedestrian Safety Campaign. (separate motion)

16. Council received the viewers' report for a vacation of the 20-foot wide public alley adjacent to 801-833 South Washington Street. (separate motion)

ORAL REPORTS BY MEMBERS OF CITY COUNCIL

(a) Vice Mayor Pepper requested that Mr. Custard, Environmental Health Director, and the representatives from the Virginia American Water Company report on the lead levels in Alexandria's water supply. Vice Mayor Pepper requested that the community be notified that the drinking water supply in Alexandria is safe.

Mr. Custard, Environmental Health Director, Bill Walsh, Vice President and Manager, Virginia American Water Company and Bill Henchek, Virginia American Water Company, gave a status update on the water quality in Alexandria.

(b) Vice Mayor Pepper inquired about the increase of water rates in Fairfax and how that will affect Alexandria. In response, Mr. Walsh stated that the rates would be affected in Alexandria and he would meet with Fairfax County on the subject.

(c) Mayor Euille requested that the City Manager give a brief overview of the Second Presbyterian situation. Mayor Euille noted that there will be a work session between City Council and the Planning Commission in the near future to discuss the Second Presbyterian site.

City Manager Sunderland reported that the Planning Commission would review the subdivision and site plan in May. City Manager Sunderland stated that there would be a presentation for Council and the Planning Commission scheduled. City Manager Sunderland reported that Council would receive a report from the Open Space Steering Committee that would contain recommendations on easements and acquisitions area in May. City Manager Sunderland recommended that Council receive the Open Space Steering Committee's comprehensive report on open space before making a decision on the Second Presbyterian site.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Vice Mayor Pepper reported that Eakin-Youngentaub started sales of the unit at the former Samuel Madden Homes site and there was concern expressed for the way the initial sales were handled. Vice Mayor Pepper stated that this type of sales activity would not be tolerated, particularly from experienced developers.

(b) Vice Mayor Pepper gave out copies of an article on emergency systems in Arlington and Blacksburg and requested a report from Mr. Penn, Director of Emergency Management. Mr. Penn gave a brief description of the emergency notifications systems available in Alexandria.

(c) Vice Mayor Pepper saluted Paul and Cheryl Darby for their community service work in Alexandria distributing coats to children at local elementary schools.

(d) Mayor Euille congratulated Councilman Krupicka and his wife, Lisa, on the birth of their new daughter, Gillian.

(e) Councilman Macdonald reported that the St. Patrick's Day parade was successful and thanked all the City staff who helped make it a success.

(f) Councilman Macdonald attended an Interstate Commission on the Potomac River Basin meeting today and reported on how Alexandria can reduce pollution that affects the Chesapeake Bay.

(g) Councilman Macdonald reported on a home visit with Healthy Families in Alexandria and wants to work more with families in Alexandria.

(h) Councilman Macdonald stated that when new buses are purchased, the buses should be the cleanest and quietest ones the City can afford.

(i) Councilman Macdonald requested that the possiblity of exploring the creation of a Parks Appreciation Day in Alexandria be looked into by City staff.

(j) Councilman Macdonald thanked City staff for putting together a great community meeting on Second Presbyterian at Bishop Ireton High School.

(k) Councilman Smedberg reported on a survey performed by his intern, Fernando Villaroel, examining pedestrian safety and he distributed copies of the survey results to Council.

(l) Councilman Gaines stated that there was a Request for Proposal for Neighborhoods Partnership Grants available and the deadline for submission was March 18. Ms. Taylor, Budget Analyst, gave a brief overview of the program.

(m) Councilman Krupicka noted that there was a Martin Luther King, Jr. Memorial Quilt in the Vola Lawson lobby created by Alexandria Volunteer Bureau Youth Program. Councilman Krupicka reported that after it is removed from City Hall, the quilt will be donated to the Black History Resource Center.

(n) Councilman Krupicka encouraged everyone to ride a DASH bus this week during its anniversary.

ORAL REPORT FROM THE CITY MANAGER

City Manager Sunderland reported: (a) Saturday would be the first closed captioned meeting of Council on television; (b) there would a groundbreaking ceremony at Samuel Madden Homes at 10:30 a.m., March 10; (c) the Alexandria Conventions and Visitors Bureau reported that Alexandria hotels has experienced 6% higher hotel occupancy and generated an increase of 11% in revenue per hotel room; and (d) there would be a new red light camera installed at Duke Street and Taylor Run Parkway.

City Council adopted the schedule of Council's regular City Council meetings for March 2004 through June 2004, with the following additions and changes: reschedule the March 23 work session with the Public Health Advisory Commission (staff will update Council); schedule a work session on taxicab matters at 5:30 p.m. before the March 23 Tuesday legislative meeting; received the revised calendar which includes the next work session on Council's draft Vision and Strategic Plan on Saturday, March 20 from noon to 5:00 p.m. in the Fire Training Rooms 2 and 3 at Lee Center, 1108 Jefferson Street; a breakfast meeting with representatives of INOVA Alexandria Hospital on Friday, April 23 at 8:00 a.m. in the Hospital Board Room; and the City's Bike to Work Day on Friday, May 7, from 6:45 a.m. to 9:00 a.m. at Market Square.
