WHEREUPON, upon motion by Councilwoman Woodson, seconded by Councilman Smedberg and carried unanimously, City Council approved the Consent Calendar, with the removal of items 12d, 16, and 21 and considered them under separate motion.

City Council made the following appointments: (a) reappointed Kerry-Ann Powell as the residential tenant in the City and reappointed Amy Rose as the financial professional with knowledge and experience in the field of finance as it relates to residential housing to the Alexandria Affordable Housing Advisory Committee; (b) appointed Amber Nightingale as the citizen member to the Alexandria Commission on Persons with Disabilities; (c) appointed Maureen Leary and Tracy Taylor as members-at-large to the Alexandria Early Childhood Commission; (e) reappointed Brian Ekeland as the representative of the broadcast and print media to the Alexandria Local Emergency Planning Committee; (f) reappointed Robert Smith as the citizen member and appointed E. Andrew Burcher as the representative designated by the Alexandria Chamber of Commerce to the USS Alexandria Liaision Committee; and (g) appointed Lorena Granados as the citizen 18 years of age or younger to the Alexandria Youth Policy Commission.

13. City Council authorized the City Manager to: (a) submit a grant to the Virginia Department of Rehabilitative Services for the Community Services Board Clubhouse Vocational Program; and (b) to execute all necessary documents that may be required.

14. City Council authorized the City Manager to: (a) submit a grant to the Department of Criminal Justice Services to Continue Community Corrections (Local Probation) and Pretrial Services Under the Comprehensive Community Corrections Act and Pretrial Services Act (CCCA-PSA) for Fiscal Year 2005-2006; and (b) to execute all necessary documents that may be required.

21. City Manager Sunderland stated that there was a meeting with the residents of Parkfairfax yesterday and representatives from Washington Gas were present tonight to give Council an overview of the project. Mr. Sunderland also noted that the item would be deferred at least two weeks for further review.

Scott McGeary, Public Affairs, Washington Gas, outlined the points of discussion for the Powerpoint presentation about the proposed pipeline project to serve WMATA CNG (compressed natural gas) buses and introduced John Ray, New Business Analysis, to give the Powerpoint presentation. Mr. Ray participated in a discussion with Council and agreed to provide answers to questions posed by Council.

WHEREUPON, upon motion by Councilman Krupicka, seconded by Councilman Gaines and carried unanimously, City Council approved the staff recommendations for a feasibility study of an All City Sports Facility in the City of Alexandria, including the following amendments: a feasibility study for inclusion of a skating rink in the facility and extending an invitation to a school district representative to participate in Alexandrians for an All-City Sports Facility. 32. Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to Approve an Encroachment For Outdoor Restaurant Seating at 6 King Street.

ORAL REPORTS FROM MEMBERS OF CITY COUNCIL

(a) Mayor Euille reported that he and Councilman Gaines attended the Northern Virginia Transportation Commission's 40th Anniversary meeting earlier in the month.

(b) Councilman Gaines mentioned the advertisements for the StreetSmart Pedestrian Safety Program were launched and he represented the City at a press conference. Councilman Gaines noted that one aspect of the program would place police officers at busy intersections in participating cities to ensure pedestrian safety and that Alexandria would be exploring pedestrian accessible crosswalk signals.

(c) Councilman Gaines reported that Alexandria would be participating in the Walkable Communities Initiative on May 3 at 12:30 p.m. - 5:30 p.m.

Mr. Baier, Director of Transportation and Environmental Services, stated that the committee would study the Landmark Mall area for increased pedestrian safety.

(d) Councilman Gaines reported that the Citizen Corps group was making progress and were working through the work plan compiled by Councilman Krupicka. A midterm report would be submitted to Council and the City Manager at the last June meeting.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Woodson reported that April 14 would be the last day for citizens to receive free tax assistance at the Human Services Department on Mount Vernon Avenue.

(b) Councilwoman Woodson reported that the Joint Work Session with the School Board would be held at George Washington Middle School Media Center on April 21 at 7 p.m. She also noted that she would be unable to attend the meeting but she fully supported the school's budget submission.

(c) Councilman Smedberg reported that he attended the Valor Awards and the Bravery Awards sponsored by the Fire Department. He noted that event was a special way to honor the Fire Department employees.

(d) Councilman Smedberg stated that he attended the Mirant hearing at the Lee Center and the hearing gave the citizens a chance to voice their feelings on the environmental and health issues surrounding the plant. Councilman Smedberg requested that Council receive a copy of the comments submitted by Congressman Moran from Transportation and Environmental Services.

(e) Councilman Smedberg thanked the City Manager and staff for the hard work going into the budget process.

(f) Vice Mayor Pepper stated that she also attended the Beyond the Valor Awards luncheon today.

(g) Vice Mayor Pepper requested that the City Manager and the Police Department consider placing another officer at the Taylor Run Parkway and Duke Street intersection during heavy traffic periods. She also requested placing an officer at the Duke Street and Quaker Lane intersection during peak traffic hours.

(h) Councilman Macdonald thanked staff for their work on the many budget memos.

(i) Councilman Macdonald stated that he attended a meeting at Park Fairfax with Tom Wasaff, Transportation and Environmental Services, to discuss the erosion problem in their open space area.

(j) Councilman Macdonald stated that he attended an event with Congressman Moran along the waterfront focusing on the litter polluting the Potomac River.

(k) Councilman Macdonald reported that he visited the Coast Guard buoy James Rankin and repaired buoys at the Robinson Terminal. Councilman Macdonald stated that the City should look at preserving a major pier in the City for the future.

(l) Councilman Gaines requested an officer at the Duke Street and Quaker Lane intersection during peak traffic hours.

(m) Councilman Gaines commended the City Manager and the City Staff on the quality of communications available to the public from City Hall. Councilman Gaines noted that the webpage was user-friendly and full of useful information for citizens.

(n) Councilman Gaines noted that the signs he requested regarding audible devices in the Council Chambers were posted and he appreciated them being posted so quickly.

(o) Councilman Gaines announced that he would have community office hours on Monday, April 19, 2004, 7 p.m. - 8 p.m. at Beatley Library.

(p) Councilman Krupicka stated that the draft of the Consolidated Action Plan for Housing has markedly improved and he wanted to commend staff on their hard work making the document user-friendly.

(q) Councilman Krupicka noted that the brochure on open space was an excellent document and he asked how the brochure would be distributed to the public and how could citizens contribute to Open Space Fund.

In response, Mr. Kincannon stated that the brochure would be distributed with other materials distributed by the City and the Recreation Department.

Mr. Jinks stated that citizens could send checks to the Open Space Fund care of the Recreation Department or the Finance Department and once the e-checks system is running, citizens will be able to contribute via the internet.

(r) Councilman Krupicka congratulated the Women's Commission for a fantastic banquet with well-deserving nominees.

(s) Councilman Krupicka mentioned a newspaper article in the Washington Post stating that the census showed Alexandria was losing population and he inquired whether the City Manager had gathered any additional information on the subject. In response, Mr. Sunderland stated that the demographer was verifying the information.

(t) Mayor Euille stated that the crew from the USS Alexandria visited City Hall for a reception and the crew expressed the desire to reestablish a relationship with the City. Mayor Euille noted that the crew would like to carry an Alexandria flag with them on tour to the North Pole and plant it when they arrive. There will be a reception in June in Annapolis which City Council will be invited to attend.

(u) Mayor Euille noted that he hosted a delegation from Ghana and they extended an invitation for him to visit Ghana and received the title of chief. He also noted that 12 mayors from the Ukraine visited City Hall recently and discussed government processes in the United States and Alexandria. Mayor Euille noted that one of the mayors presented a banner from the City of Olexandria, Ukraine and wanted to establish a Sister City relationship with the City.

(v) Mayor Euille stated that the situation at Hunting Terrace with the Virginia Department of Transportation (VDOT) was going well and there would be a meeting next week with VDOT that he, Mr. Sunderland, and Vice Mayor Pepper would attend.

(w) Mayor Euille noted that there was a shortage of blood in the area and asked people to give blood at the local blood bank.

ORAL REPORT FROM THE CITY MANAGER

City Manager Sunderland reported: (a) FYI Alexandria is in Spanish on the website and would be distributed to the citizens throughout Alexandria; (b) the Recreation Department cleaned the south side of Four Mile Run last weekend and removed lots of debris from the area; (c) the April issue of The Police Chief magazine highlighted some of the innovations in technology occurring in the Alexandria Police Department and asked Chief Samarra to review the articles for Council; (d) requested that Mr. Caton, Legislative Director, give an update on General Assembly activity. Mr. Caton made a presentation on recent General Assembly activity; and (e) noted that Mr. Custard, Health Department, was present to answer any questions concerning water quality in Alexandria.
