Present: Mayor William D. Euille, Vice Mayor Redella S. Pepper, Members of Council Ludwig P. Gaines, Rob Krupicka, Andrew H. Macdonald, Paul C. Smedberg and Joyce Woodson.
Absent: None.
Also Present: Mr. Sunderland, City Manager; Mr. Pessoa, City Attorney; and Ms. Evans, Assistant City Manager.

Notice of this special meeting had been previously served upon each member of Council, pursuant to a provision of the City Charter, a copy of the
Notice
certified by each Member of Council being on file in the office of the City Clerk and Clerk of Council.

1.
The Alexandria City Employees Choir provided the audience with musical selections prior to the start of the meeting.
2. The
meeting
was called to order by City Clerk and Clerk of Council Jackie Henderson.
3. The Colors were presented by the Combined Alexandria Police, Fire and Sheriff Departments' Color Guard.
4. Callie Terrell sang the Star Spangled Banner.
5. The invocation was pronounced by Reverend John Peterson, Alfred Street Baptist Church.
6. Ms. Mary LaMois, Secretary of the Electoral Board, read the results of the May 6, 2003 election. Certificates were then presented to the Members of City Council.
7. City Clerk Henderson requested that the Clerk of the Circuit Court, Edward Semonian, give the Oath of Office to William D. Euille. Mr. Semonian administered the Oath of Office to Mayor William D. Euille.
8. City Clerk Henderson requested that the Clerk of the Circuit Court give the Oath of Office to Members of City Council Ludwig P. Gaines, Rob Krupicka, Andrew H. Macdonald, Redella S. Pepper, Paul C. Smedberg and Joyce Woodson. Mr. Semonian administered the Oath of Office to the Members of Council.
9. Consideration of the Election of the Vice Mayor.
WHEREUPON,
upon motion by Councilwoman Woodson, seconded by Councilman Krupicka and carried unanimously, City Council elected Redella S. Pepper as Vice Mayor. The voting was as follows:
Woodson "aye" Gaines "aye"
Krupicka "aye" Macdonald "aye"
Euille "aye" Pepper "aye"
Smedberg "aye"
10. Remarks were given by Mayor Euille, Vice Mayor Pepper and all Members of City Council.
11. Remarks were given by Outgoing Members of City Council Speck, Cleveland and Mayor Donley.
12. Appointment of City Council Members to Boards and Commissions.

upon motion by Vice Mayor Pepper, seconded by Councilwoman Woodson and carried unanimously, City Council moved the following appointments.

13. There was a musical selection by the Alexandria City Employees Choir.
14. The Benediction was pronounced by Reverend George A. Pera.
15. Mayor Euille announced that a reception would be held in the Cafeteria with music by the Al Williams Jazz Quartet. He also announced that the City Council meetings will now begin at 7:00, instead of 7:30 p.m., and work sessions will also be part of the legislative meetings.
