Present: Mayor William D. Euille, Vice Mayor Andrew M. Macdonald, Members of Council Ludwig P. Gaines, K. Rob Krupicka, Timothy B. Lovain, Redella S. Pepper and Paul C. Smedberg.

Absent: None.

Also Present: Mr. Hartmann, City Manager; Mr. Pessoa, City Attorney; and Ms. Evans, Deputy City Manager.

1. Musical Selection by the Alexandria City Employees Choir.

The Alexandria City Employees Choir provided a musical selection.

2. Call to Order of the Meeting by the City Clerk and Clerk of Council.

The meeting was called to order by the City Clerk and Clerk of Council Jackie Henderson.


3. Presentation of the Colors by the Combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

The Colors were posted by the combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

4. Singing of Star Spangled Banner by Jacqueline Jones.

Jacqueline Jones sang the Star Spangled Banner.

5. Invocation by Reverend Duane Kay.

The invocation was pronounced by Reverend Duane Kay.

5.1 Remarks by Outgoing Member of City Council. (This item was originally docket item #11.)

Remarks were made by Councilwoman Woodson.

6. Reading of the Statement of the Results of the May 2, 2006 Election by the Secretary of the Electoral Board.

City Council took notice of the results of the Electoral Board as follows: William D. Euille was elected as Mayor, and Ludwig P. Gaines, K. Rob Krupicka, Timothy B. Lovain, Andrew H. Macdonald, Redella S. "Del" Pepper and Paul C. Smedberg were elected to City Council.

7. City Clerk calls for the Oath of Office for Mayor William D. Euille to be Given by Clerk of the Circuit Court Edward Semonian.

City Clerk Henderson requested that Clerk of the Circuit Court Edward Semonian give the Oath of Office to William D. Euille, as Mayor. Mr. Semonian administered the Oath of Office to Mayor William D. Euille.

8. Oath of Office Given to Members of City Council Ludwig P. Gaines, K. Robert Krupicka, Timothy B. Lovain, Andrew H. Macdonald, Redella S. "Del" Pepper, and Paul C. Smedberg, by Clerk of the Circuit Court Edward Semonian.

City Clerk Henderson requested that Clerk of the Circuit Court Edward Semonian give the Oath of Office to Ludwig P. Gaines, K. Rob Krupicka, Timothy B. Lovain, Andrew H. Macdonald, Redella S. Pepper and Paul C. Smedberg, as Members of Council. Mr. Semonian administered the Oath of Office.

9. Consideration of the Election of the Vice Mayor.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Gaines and carried unanimously, City Council elected Andrew H. Macdonald as Vice Mayor. The voting was as follows:

Pepper "aye" Krupicka "aye"
Euille "aye" Lovain "aye"
Gaines "aye" Macdonald "aye"
Smedberg "aye"

10. Remarks by the Mayor, Vice Mayor and Members of Council.

Remarks were given by Mayor Euille, Vice Mayor Macdonald and Members of City Council.

12. Setting the Date for City Council's Fall Retreat.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Gaines and carried unanimously, City Council set November 4, 2006, as the date for the Fall Retreat. The voting was as follows:

Pepper "aye" Krupicka "aye"
Euille "aye" Lovain "aye"
Gaines "aye" Macdonald "aye"
Smedberg "aye"

13. Musical Selection by the Alexandria City Employees Choir.

The Alexandria City Employees Choir provided a musical selection.

14. Benediction by Reverend George Pera.

The Benediction was given by Reverend George Pera.

15. Announcement of a Reception in the Laird Dining Hall Immediately Following This Ceremony with Music by the Al Williams Jazz Quartet.

Mayor Euille announced the reception to be held in the Laird Dining Hall following the ceremony.

16. Adjournment.

The special meeting adjourned at 9:50 p.m.
