All members of Council were present, with the exception of Councilwoman Hughes, Councilman Krupicka and Councilman Smedberg, who were all absent. 2. Consideration of a Resolution Affirming City Manager Declaration of Local Emergency on June 30, 2012 in Response to the Derecho Storm and Widespread Power Outages. [ROLL-CALL VOTE] WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilwoman Pepper and carried 4-0 by roll-call vote, City Council adopted the resolution affirming the City Manager declaration of local emergency on June 30, 2012. The voting was as follows: Donley "aye" Fannon "aye" Pepper "aye" Hughes absent Euille "aye" Krupicka absent Smedberg absent The resolution reads as follows: RESOLUTION NO. 2518 WHEREAS, on June 30, 2012, the City Manager, as the Director of Emergency Management of the City of Alexandria, as a result of an extremely powerful “derecho” storm and ensuing widespread power outages combined with excessive heat, found that the City of Alexandria faced emergency conditions of peril to life and health which threatened and constituted a disaster, and made a Declaration of Local Emergency; and WHEREAS, state law and the City code require that such Declaration of Local Emergency be approved and confirmed by City Council, as the governing body of the City of Alexandria, Virginia.
