11. Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to Amend and Reordain the 1992 Master Plan (1998 ed.) of the City of Alexandria, Virginia, by Adopting and Incorporating Therein the Amendment Heretofore Approved by City Council to the Potomac Yard/Potomac Greens Small Area Plan Chapter of Such Master Plan as Master Plan Amendment No. 2010-0004 and No Other Amendments, and to Repeal All Provisions of the Said Master Plan as May Be Inconsistent With Such Amendment.

12. Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to Amend Section 11-11-3 (Standards for Variances) To Division C (Board of Zoning Appeals), Article XI (Development Approvals and Procedures), of the City of Alexandria Zoning Ordinance, to Revise the Standard for Granting a Variance in Accordance With the Text Amendment Heretofore Approved by City Council as Text Amendment No. 2011-0001.

13. Introduction and First Reading. Consideration. Passage on First Reading of an Ordinance to Amend Section 2-100 (Definitions) of Article II, Section 4-1400 (NR/Neighborhood Retail Zone Arlandria) of Article IV (Commercial, Office and Industrial Zones) and Section 6-600 (Mount Vernon Avenue Urban Overlay Zone) of Article IV (Special and Overlay Zones) All of the City of Alexandria Zoning Ordinance, to Clarify that Check Cashing, Payday Loan and Pawnshop Businesses Are Not Permitted in the Neighborhood Retail (Arlandria) and the Mount Vernon Avenue Urban Overlay Zones and to Add Title Loan Companies to the List of Prohibited Uses in Accordance With the Text Amendment Heretofore Approved by City Council as Text Amendment No. 2011-0003.

END OF CONSENT CALENDAR

City Council approved the consent calendar. The City Manager's recommendations were as follows:

4. City Council accepted the following resignations with regret: (a) Michael G. Wenk, Budget and Fiscal Affairs Advisory Committee; (b) Mike Wilson, Convention and Visitors Association Board of Governors; and (c) Whitney Dubinsky, Social Services Advisory Board.

5. City Council made the following appointments: (a) appointed James Williams as the one member from and representing a community organization with specific outreach to the African-American community to the Alexandria Gang Prevention Community Task Force; (b) reappointed Jennifer Pugh as the one citizen member to the Beautification Commission; (c) appointed Tameka Macon as the one citizen member to the Commission on HIV/AIDS; and (d) appointed LaNitra Berger as the one representative for Councilwoman Pepper to the Economic Opportunities Commission.

6. City Council authorized staff to: 1. submit the grant application (due April 22, 2011) to the Virginia Department of Health for the United States Department of Agriculture for continued funding, and an estimated reimbursement amount of $112,000 for program expenses; 2. affirmed that there are no funds available in the City budget to continue these activities once the grant funds are expended; and 3. execute all necessary documents that may be required.

7. City Council: 1. approved the grant application to the Virginia DMV in the amount of $44,550 which will provide funds to the Police Department to operate a DUI/aggressive driving interdiction program in the City; 2. authorized the City Manager to execute all necessary documents that may be required; and 3. because of City budget constraints, affirm that no additional City funds would be available to fund this program in FY 2012 or future years.

22. Consideration of Proposed Modifications to the City’s Policy on Parking for Persons with Disabilities

City Council: 1. continued the City's existing policy of following the Code of Virginia to regulate parking for vehicles displaying handicapped license plates or placards; and 2. directed the staff to draft an ordinance for future Council consideration to establish and implement a two-year pilot program to provide a permit to allow free parking of up to 12 hours in metered zones for persons with disabilities who are employed within the City and do not have available accessible off-street parking at their place of employment.

(a) Mayor Euille noted the appointment of the following persons to the Ad Hoc Retirement Advisory Board: Public Safety reps: Mike Cross, Ed Milner, Lonnie Phillips and Robert Gilmore. General employee reps: Brenda D'Sylva and Shane Cochran. Citizen members: Janine Bosley, Lisa Chimento, James McNeil, David Speck, James Ray and Len Rubenstein, with Russell Bailey as an alternate. City Manager rep: Bruce Johnson.

(b) Councilwoman Pepper noted that the turnout for the St. Patrick's Day parade was excellent. She said the new length of the parade worked very well. She said the grand marshall and his lady were very much involved. She said she and Councilman Fannon were at the dinner the night before that honors the grand marshalls.

(c) Councilwoman Pepper noted the Mardi-Growl, which is the main fundraiser the Vola Lawson Animal Shelter puts on.

(d) Councilwoman Pepper said the symphony orchestra had their big production and Master of Ceremonies Rob Krupicka did an excellent job. The Auctioneer was Frank Fannon.

(e) Councilman Fannon said the T.C. Williams Titans are playing the state semi-finals basketball tomorrow in Richmond, and if they win, the championship game is Friday.

ORAL REPORT FROM THE CITY MANAGER

City Manager Hartmann noted that Council held a work session with ARHA prior to this evening's meeting. One of the items discussed was a proposed purchase of a 24 unit long-time affordable housing building named Pendleton Park, near the corner of Payne and Pendleton Streets. ARHA is in negotiations to purchase the units from the Church who owns the property and there is a desire on the church's part to make sure it is sold to an organization that will maintain the affordability of the units, which was ARHA's intention. He said ARHA is proposing to finance the rehabilitation of the units with Federal housing assistance in the form of Federal tax credits. ARHA has asked the City to support the application for tax credits for the project, and it would better position the tax credit application by having Council authorize a letter of support.

City Council authorized the City Manager to execute a letter of support to the Virginia Housing Development Authority for ARHA's Pendleton Park housing tax credit application.

24. Consideration of City Council Schedulee.

City Council: 1. noted that the Wednesday, March 16 BRAC-133 Advisory committee meeting will be held in the auditorium at Hammond Middle School at 7:00 p.m. Council members may wish to attend this meeting, since it will include a discussion with VDOT staff and their consultants about the proposed HOV ramp at Seminary Road and I-395 and the desired type of environmental review of the project; and 2. noted the following additions to the Council calendar since the last legislative meeting: The Jaycees annual Community Appreciation Night at 7:00 p.m on Tuesday, April 5 in the Sister Cities Conference Room 1101; and the Titan Expo at 1:00 p.m. on Sunday, May 15 at T.C. Williams High School.

25. Consideration of a Closed Meeting For the Purpose of Consulting With Legal Counsel Regarding Potential and Pending Litigation and Real Estate Acquisition and Personnel Matters.

City Council convened in closed executive session at 9:22 p.m., pursuant to Sections 2.2-3711(A)(1), (3) and (7) of the Code of Virginia, for the purpose of discussion and consideration of the appointment of a specific appointee of City Council, and discussion or consideration of the acquisition of real property for a public purpose or the disposition of publicly held real property and consultation with legal counsel and briefing by staff pertaining to actual or probable litigation where such consultation in open meeting would adversely affect the negotiating or litigating posture of the public body for the consultation regarding specific legal matters requiring the provision of legal advice.

City Council reconvened the meeting at 10:02 p.m.
