Present: Mayor Kerry J. Donley, Vice Mayor William D. Euille, Members of Council William C. Cleveland, Redella S. Pepper, Lonnie C. Rich, David G. Speck and Lois L. Walker.

Absent: None.

Also Present: Mrs. Lawson, City Manager; Mr. Sunderland, City Attorney; Ms. Evans, Assistant City Manager; Ms. Lineberry, Secretary of the Alexandria Electoral Board; and Mr. Semonian, Clerk of the Circuit Court.

1. Morton Langstaff provided the audience with musical selections prior to the start of the meeting.

2. The Meeting was called to order by City Clerk and Clerk of Council Jett.

(It was noted that a Notice of this Special Meeting had been previously served upon each Member of Council, pursuant to a provision of the City Charter, a copy of the Notice certified by each Member of Council being on file in the office of the City Clerk and Clerk of Council.)

3. The Colors were posted by the combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

4. The Invocation was pronounced by Father John C. Cregan, Blessed Sacrament Catholic Community.

5. (a) Julie Robben Lineberry, Secretary of the Electoral Board, read the statement of the results of the May 6, 1997 Election. Certificates were then presented to the Members of City Council.

The statement reads as follows:

The Alexandria Electoral Board met on May 7, 1997, to certify the City Council Election held on May 6, 1997. The Board determined that the following candidates received the highest number of votes for their respective offices and declared them elected:






Mayor: Kerry J. Donley
Member of Council: William D. "Bill" Euille
Member of Council: Redella S. "Del" Pepper
Member of Council: William C. "Bill" Cleveland
Member of Council: David G. Speck
Member of Council: Lois L. Walker
Member of Council: Lonnie C. Rich

They have complied with all the requirements of § 24.2 of the Code of Virginia and are entitled to receive these certificates of election.

Will a sitting Member of Council move this report of the Alexandria Electoral Board be added to the minutes?

(b) WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously, City Council requested that the statement of the Secretary of the Electoral Board be spread upon the Minutes. The voting was as follows:

6. City Clerk Jett requested that the Clerk of the Circuit Court, Edward Semonian, give the Oath of Office to Kerry J. Donley, as Mayor. Mr. Semonian administered the Oath of Office to Mayor Kerry J. Donley.

7. (a) The Oath of Office was given to the Members of City Council William C. Cleveland, William D. Euille, Redella S. "Del" Pepper, Lonnie C. Rich, David G. Speck and Lois L. Walker by Edward Semonian, the Clerk of the Circuit Court.

(b) WHEREUPON, upon motion by Councilman Euille, seconded by Council Member Rich and carried unanimously, Kerry J. Donley was duly elected and qualified as Mayor of and a Council Member of the City of Alexandria. The voting was as follows:

Donley "aye" Speck "aye"
Walker "aye"





(c) WHEREUPON, upon motion by Council Member Rich, seconded by Councilman Cleveland and carried unanimously, William C. Cleveland, William D. Euille, Redella S. "Del" Pepper, Lonnie C. Rich, David G. Speck, and Lois L. Walker were declared duly elected and qualified as Members of the City Council of the City of Alexandria. The voting was as follows:

8. WITHOUT OBJECTION, it was declared that the City Council was duly constituted and in Session.

9. Consideration of the Election of the Vice Mayor.

WHEREUPON, upon motion by Council Member Walker, seconded simultaneously by Councilman Cleveland and Councilwoman Pepper and carried unanimously, City Council elected William D. Euille as Vice Mayor. The voting was as follows:

Cleveland "aye" Euille "aye"
Pepper "aye" Rich "aye"
Speck "aye"

10. Remarks were given by Mayor Donley, Vice Mayor Euille and all Members of City Council.

11. Remarks were given by City Manager Vola Lawson.

12. At this time, the Gospeliers of the Ebenezer Baptist Church sang.

13. Consideration of the Following Appointments of Members of City Council to City Boards, Commissions and Committees:

WHEREUPON, upon motion by Council Member Rich, seconded by Councilwoman Pepper and carried unanimously, City Council moved the Council Members' appointments as listed under Docket Item No. 13 (a) through (bb), dated June 27, 1997; which is on file in the office of the City Clerk and Clerk of Council, marked Exhibit No. 1 of this item. 16. The Colors were retired by the combined Alexandria Police, Fire and Sheriff Departments' Color Guard.

17. An announcement was made by the Mayor that a reception would be held in the Cafeteria with Music by Potomac Swing.

18. WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilman Cleveland and carried unanimously, at 9:13 p.m., the Special Meeting of July 1, 1997, was adjourned. The voting was as follows:
