The Meeting was called to Order by Mayor Donley, and the City Clerk called the Roll; all Members of City Council were present except Vice Mayor Euille.

(a) Lois Van Valkenburgh, chair, Commission on Aging, spoke to the Successful Aging Expo to be held on May 9, 1998, from 8:30 a.m. to 3:00 p.m. at the Holiday Inn North, and encouraged people to register early.

(b) Peter Greenberg, 109 South Alfred Street, representing Morrison House, spoke about ACVA funding; a copy of his statement is on file in the office of the City Clerk.

Mayor Donley suggested that Councilman Speck, who is Council's representative to the ACVA, work with the ACVA to develop a small revenue resources task force that would involve hotel operators, restaurant owners, as well as retail merchants, to look at a concept that does a lot of what Mr. Greenberg spoke about taking a look at funding options for the ACVA.

Blair, attorney for the applicant, that the applicant shall reduce the wattage on replacement light bulbs and will advise the Planning staff when bulbs have been changed.

16. TEXT AMENDMENT #97-0009A -- NONCONFORMING USES
COMMISSION ACTION: Recommend Approval (TA 97-009A) 7-0
City Council approved the recommendation of the Planning Commission and (1) approved text amendment #97-0009A, which requires a SUP or the abatement of nonconforming uses after seven years; (2) denied text amendment #97-0012, with the language previously proposed by City Council, rejected by the Commission on March 3, 1998, and remanded to the Commission by Council on March 14; and (3) specifically disapproved the concept that all nonconforming uses should become noncomplying as well as the nonconforming use proposal submitted in writing on behalf of Southland Corporation, and (4) specifically disapproved any further relaxation of the repair rules than is already included in the language of TA#97-0009A.
