7. Consideration of Funding for the Northern Virginia Juvenile Detention Home's Post-Dispositional Program for the Period July 1, 1998 through June 30, 1999.

END OF CONSENT CALENDAR
WHEREUPON, upon motion by Vice Mayor Euille, seconded by Councilwoman Pepper and carried on a vote of 5-to-0, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:
5. City Council received the following resignation with regret: (a) Laurence S. Campbell from the Budget and Fiscal Affairs Advisory Committee; and requested the Executive Secretary to send the appropriate letter of appreciation and to advertise the vacancy in the usual manner.
6. City Council (a) reappointed Harriet Wagner as a Business Member to the Alexandria Consumer Affairs Commission; (b) appointed Hugh C. Barton as a Member Nominated by the Gadsby's Tavern Museum Society to the George Washington Birthday Celebration Committee; (c) reappointed William Hranicky as a Representative From the Alexandria Archaeological Commission to the Historic Alexandria Resources Commission; (d) reappointed John Kling as a Representative of the Alexandria Dental Society to the Alexandria Public Health Advisory Commission; and (e) appointed Arnold Miller as a Citizen Member to the Alexandria Public Records Advisory Commission.
7. City Council (1) approved the short-term funding plan to continue operations of the post-dispositional program of the Northern Virginia Juvenile Detention Home through June 30, 1999; (2) authorized the City Manager to submit a grant application to the Virginia Department of Criminal Justice Services (DCJS) for funding in the amount of $68,000 under the federal Juvenile Justice and Delinquency Prevention Act (JJDPA) by the deadline of January 1, 1999; and (3) included a request for the State's full share of funding for the Detention Home in the City's Legislative Package for the 1999 General Assembly. It was noted that no additional City monies are required under this short-term funding plan. Sufficient monies are included in the City's Approved FY 1999 General Fund budget for the City's share of costs for the Northern Virginia Juvenile Detention Home programs and services.
8. City Council authorized the City Manager to: (1) submit the 1998-99 Alexandria Head Start grant application to the DHHS Head Start Bureau for $1,061,460 to continue operation of the existing program for 201 children. This total includes $1,007,225 for the base grant; $21,152 for a 2.1 percent cost-of-living adjustment; $18,347 for quality improvements; and $14,736 for training and technical assistance; (2) submit a competitive proposal for $11,893 in FY 1999 for one-time program improvement funding for the Northern Virginia Community College (NVCC) classroom, scheduled to open in September 1998; and (3) execute all documents that may be required.
9. City Council (1) received the Financial Report for the period ending April 30, 1998; (2) authorized the capital project allocations and planned expenditures for the capital projects as detailed in the Capital Improvement Program Planned Expenditure Summary; (3) delegated to the City Manager, or her designee, authority to award contracts for the construction of the Market Square renovation project, the City carpenter shop renovations, and the mainframe space rehabilitation to the lowest responsive bidders; and (4) authorized the City Manager or her designee to issue a request for proposals and award a contract to the lowest responsive and responsible bidder to procure design and production services for printing a history/view book that will be sold to the public in conjunction with the City's 250th anniversary activities.

10. Consideration of a Request for Housing Trust Fund Monies from Alexandria Christmas in April.

Vice Mayor Euille indicated that he would assist in fundraising and try to get corporate sponsors.
WHEREUPON, upon motion by Councilman Cleveland, seconded by Councilwoman Pepper and carried on a vote of 5-to-0, City Council approved the request from Alexandria Christmas in April for a one-time grant of up to $17,200 in Housing Trust Fund monies to cover a deficit for the 1997 program year. ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL
(a) Councilwoman Pepper noted that Frank Slate, the City's Town Crier, is in serious condition at Mt. Vernon Hospital.
(b) Councilwoman Pepper wished A. T. Stephens, Director of the Alexandria Black History Resource Center farewell. He is going on to a new position in St. Louis, Missouri.
(c) Councilwoman Pepper spoke to the memorial service held recently at the Freedmen's Cemetery in memory of the Freedmen who are buried there. Also, there was a wonderful program at the Alexandria Black History Resource Center.
(d) Councilwoman Pepper congratulated Mark and Ellen McNair on McNair Travel's receiving the Small Business Award from the Alexandria Chamber of Commerce on May 20.
(e) Councilman Cleveland noted that Council pitched in thirteen years ago to build a playground at Polk School. He indicated that they are in the process of designing a new playground and will need carpenters and workers to help redo the playground since they are doing it themselves.
(f) Mayor Donley congratulated Councilwoman Pepper and her husband F.J., on their son Murphy's graduation from Duke Law School on May 17.
(g) Mayor Donley announced that the Interagency Consortium on Adolescent Pregnancy (ICAP) is sponsoring a walk-a-thon and picnic to Spread the Message: Partnering for Positive Futures, on May 30, 1998, from 9:30 a.m. to 2:00 p.m. Participants will gather at the King Street Gardens Park (King & Diagonal) at 9:30 a.m. The walk will commence at 10:00 a.m. They will proceed down King Street to Oronoco Bay Park where the picnic will be held.
(h) Mayor Donley noted that on June 16, at 7:45 a.m., in Oronoco Bay Park on the shores of the Potomac River, the Mayor and City Council will dedicate and unveil a Chesapeake Bay Educational Plaque. Alexandria is among only 8 Chesapeake Bay communities receiving the plaques presented by the Chesapeake Bay Local Government Advisory Committee. Alexandria was presented the award for protecting and restoring the Chesapeake Bay through its "Targets of Opportunity" strategy in storm water management.
(i) Mayor Donley passed out copies of the pamphlet, "Roadmap for the Future", prepared by the National Capital Region Transportation Planning Board of the Metropolitan Washington Council of Governments. He noted that there is a questionnaire asking for public comment and encouraged everyone to please complete one and send it to COG. Mayor Donley informed Council that the survey has been distributed to every civic association and condominium throughout the City.

11. Consideration of a Resolution to the Virginia Department of Transportation for Urban Highway System Funds for the Extension of Mill Road.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Vice Mayor Euille and carried on a ROLL-CALL vote of 6-to-0, City Council adopted the resolution and requested staff to forward it to the Virginia Department of Transportation and authorized the City Manager to sign related documents. MILL ROAD EXTENSION PROJECT PROGRAMMING RESOLUTION
WHEREAS, in accordance with Virginia Department of Transportation construction allocation procedures, it is necessary that a request by City Council resolution be made in order that the Virginia Department of Transportation program an urban highway project in the City of Alexandria; now
THEREFORE BE IT RESOLVED, that the City Council of the City of Alexandria, Virginia requests the Virginia Department of Transportation to establish an urban system highway project on Mill Road west from the Telegraph Road overpass to Eisenhower Avenue to extend Mill Road.
BE IT FURTHER RESOLVED, that the City Council of the City of Alexandria hereby agrees to pay its share of the total costs for the preliminary engineering and design of this project in accordance with Section 33.1-44 of the Code of Virginia, and that, if the City of Alexandria subsequently elects to cancel this project, the City of Alexandria hereby agrees to reimburse the Virginia Department of Transportation for the total amount of the costs expended by the Department through the date the Department is notified of such cancellation.

PROJECT PROGRAMMING RESOLUTION
WHEREAS, in accordance with Virginia Department of Transportation construction allocation procedures, it is necessary that a request by City Council resolution be made in order that the Virginia Department of Transportation program an urban highway project in the City of Alexandria; now

General Discussion.
WHEREUPON, upon motion by Council Member Rich, seconded by Vice Mayor Euille and carried unanimously by all those present, City Council received the updated calendar, which now includes three additional fall events traditionally on Council's Schedule: (a) the Seventeenth Annual Alexandria Red Cross Waterfront Festival on the weekend of June 12, 13, and 14, at Oronoco Bay Park; (b) the 1998 Virginia Municipal League Annual Conference will be held in Roanoke, Virginia, from Sunday, October 4, to Tuesday, October 6; and (c) the Animal Welfare League's Annual Dinner and Silent Auction at 6:30 p.m. on Saturday, October 17, 1998, at the Holiday Inn Hotel and Suites, 625 First Street, and added (d) that on June 16, at 7:45 a.m., in Oronoco Bay Park on the shores of the Potomac River, the Mayor and City Council will dedicate and unveil a Chesapeake Bay Educational Plaque.

EXECUTIVE SESSION
19. Convening an Executive Session for the Purpose of Consulting with Legal Counsel Pertaining to Pending and Potential Litigation Involving the City, Pursuant to Virginia Code Section 2.1-344(A)(7).
WHEREUPON, upon motion by Councilman Speck, seconded by Vice Mayor Euille and carried unanimously by all those present, at 7:55 p.m., City Council convened an executive session at this time for the purpose of consulting with legal counsel and receiving a briefing by attorneys regarding probable litigation, pursuant to Virginia Code § 2.1-344(A)(7), and consulting with legal counsel pertaining to the following litigation involving the city, pursuant to Virginia Code § 2.1-344(A)(7): City of Alexandria v. Federal Highway Administration, a case pending in the District Court for the District of Columbia which involves the City's challenge to the Woodrow Wilson Bridge replacement project; and Institute for Defense Analysis v. City of Alexandria, a case pending in the Circuit Court for the City of Alexandria, which involves the petitioner's challenge to business personal property taxes for tax years 1993 and 1994. WHEREAS, on this 26th day of May, 1998, the Alexandria City Council did recess into executive session pursuant to a motion made and adopted in accordance with the Virginia Freedom of Information Act; and
WHEREAS, Section 2.1-344.1 of the Code of Virginia requires a certification by City Council that such executive session was conducted in accordance with Virginia law;
NOW, THEREFORE, BE IT RESOLVED that city council does hereby certify that, to the best of each member's knowledge, only public business matters that were identified in the motion by which the executive session was convened, and that are lawfully exempted by the Freedom of Information Act from the Act's open meeting requirements, were heard, discussed or considered by council during the executive session.
