8. Consideration of King Street Metro Area Task Force Report. (Mayor Donley; Council Member Walker).

Council Member Walker gave an overview of the report. She spoke to a Metro town meeting which will be held probably some time in October, and encouraged people from all over the City to attend.

Mayor Donley spoke to an amount that was included in this year's Transportation Appropriation Bill which directly will benefit the King Street Metro area.

Transportation and Environmental Services Director O'Kane stated that the City still has a million dollars in that Bill. He indicated that it has passed the House and goes to the Conference Committee next. Proposed uses of the funding could be extension of platform at King Street and other ways of enhancing the connection between VRE and Metrorail.

Mayor Donley asked as the Conference Committee on the Hill continues to work on the Transportation Appropriation Bill that staff monitor this particular appropriation through the Conference Committee to make sure it stays in the Bill. Council Member Walker and the Mayor would be willing to do whatever is necessary to ensure that these dollars stay in the Bill.

Councilman Cleveland expressed concern of the statement in the report concerning the residential development in the Kiss and Ride area on which Council has not acted.

8. (continued) Mayor Donley stated for the record that Council's consideration of this matter in no way signifies any kind of approval or acquiescence to an application that may come forward on the Kiss and Ride lot.

Councilwoman Pepper spoke to this and asked questions concerning the status of the development at the Van Dorn Station area.

Council Member Walker gave a brief status report on the future joint development of the Van Dorn Station area.

WITH UNANIMOUS CONSENT, Marguerite Lang, 14 West Rosemont Avenue, representing the Rosemont Citizens Association, spoke to concerns of her Association.

City Council received the report, with explicit understanding as a matter of record that Council has not by reference suggested approval of any rezoning.

9. Consideration of Affidavit Information to be Included on Red-Light Traffic Camera Notices of Violation. (Councilman Cleveland)

Councilmen Speck and Cleveland participated in a dialogue on this item.

City Attorney Sunderland explained the law.

Councilman Speck requested that Council get a package of what is expected on this that will provide as much information and publicity as there can be.

Councilman Cleveland spoke to using the funds for targeted enforcement rather than red light cameras.

Mayor Donley stated for the record that this is not a measure to collect fines. This is a measure designed to change behavior. That is the policy objective of this Council and this City in their pilot red light program, and it's not about collecting fines for revenue.

City Council requested that the citation that is used be roughly parallel to the way a parking ticket is issued, i.e., that it states the violation, the procedure for paying it or for appealing it, and leave it at that; and explicit to what is being stated is that there is no requirement to give notice of affidavit.

10. Consideration of Certifications for the Alexandria Redevelopment and Housing Authority's Application for Federal Comprehensive Grant Program Monies.

City Council approved the required City certifications for ARHA's Comprehensive Grant application.

11. (a) Receipt of Comments Received on the Youth Services Study Report Since Its Distribution in June. (#14 6/10/97)

(b) Introduction and First Reading. Consideration. Passage on First Reading of AN ORDINANCE to amend the City Code by establishing and defining the responsibilities of a youth services commission.

Staff will prepare memo for Saturday with respect to the Commonwealth Attorney's request of having membership on this commission, and addressing other memos that have been received since this docket item has been prepared.

City Council (1) received the report in preparation for the September 13 public hearing on the Youth Services Report; (2) approved on First Reading, the proposed ordinance establishing the Youth Policy Commission, which has been amended to designate the Juvenile and Domestic Relations District Court Judge as a non-voting member, based on a recommendation from Judge Stephen W. Rideout, Chief Judge, Juvenile and Domestic Relations Court; and (3) set the ordinance for public hearing on Saturday, September 13, and Second Reading and Final Passage on September 23.

12. Consideration of a Three-Year Lease Agreement Between the City and the Alexandria Seaport Foundation for the Use of the "Old Park Police Building" at Jones Point and the Paved Surface Adjacent to the Building.

Staff will report back to Council with the number of rent-free leases, if any, that the City currently has.

City Council (1) approved a three-year, rent free, lease agreement with the Alexandria Seaport Foundation for the use of the 1,200 square foot building at Jones Point known as the "Old Park Police Building" and the paved surface adjacent to the building; and (2) authorized the City Manager to sign the agreement.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper noted a number of recent openings during Council's recess, i.e, Sun Rise Assisted Living Home, Society for Human Resource Management, Jones Telecommunications celebrated the completion of its telecommunications network for Alexandria, National Airport's new terminal, and the Eisenhower Connector.

With respect to the Eisenhower Connector, Councilwoman Pepper directed questions to Transportation and Environmental Services Director O'Kane with respect to date that construction on the connecting road to Duke Street will begin.

Mr. O'Kane stated that the resolution is not specific as to the period of time, but he will try to confirm it, to initiate another analysis of this corridor and to look at a connection to Duke Street.

(b) Councilwoman Pepper congratulated the Police Department on being named "Best Dressed".

(c) Council Member Rich announced a fundraiser to be held at Baptist Temple Church to benefit the Northern Virginia Urban League on September 20, 1997, at 6:00 p.m. There will be a series of musical performances by members of the church. The cost is $5 for adults, and $3 for children. For tickets or questions, please call 548-4000.

(d) Councilman Speck congratulated the Convention and Visitors Association on its recent very successful promotional effort showcasing the City for meeting planners. Some leads have been received.

(e) Councilman Speck gave a report on his effort with respect to the posting of political signs. Council will docket several possibilities for public hearing.

(f) Councilman Cleveland congratulated the Alexandria Police Department for catching the "candyman" who had been alluding the police in the area.

(g) Councilman Euille announced that on Thursday, September 25, Alexandria Works! Employers Advisory Subcommittee, will be hosting a job fair for welfare recipients. It will be from 9:00 a.m. to 12:30 p.m., at the Holiday Inn on Eisenhower Avenue.

(h) Councilman Euille announced that the structure at the King Street Gardens Park is nearing completion. The dedication is set for Saturday, October 4.

(i) Mayor Donley announced that the final Environmental Impact Statement on the Woodrow Wilson Bridge will be released on Friday, September 12. Anyone who received a copy of the draft, will be receiving a copy of the final. There will be a comment period.

(j) Mayor Donley stated that there is a Major Investment Study underway on the Capital Beltway which entails the expansion of the Beltway from its current eight lanes to something larger, and also include elements such as high occupancy lanes and reconfigured interchanges. As part of the MIS process that is run by VDOT, they establish a MIS Policy Advisory Committee which is appointed by VDOT with the advice of the Northern Virginia Transportation Coordinating Council. Alexandria was omitted from the membership.

WITHOUT OBJECTION, Mayor Donley will draft a letter that will formally petition the Virginia Department of Transportation for membership for Alexandria on this important policy advisory committee regarding the Capital Beltway. He will provide Council with a copy.
