City Council approved the Action Consent Calendar with the exception of docket item nos. 6, 7, 11, 10, and 13 , which were considered under separation motions. The Planning Commission recommendations are as follows:

6. Larry Stansbury, 6101 Edsall Road, expressed concern that a long-standing street, Edsall Road, disappears into another community without any physical barrier that prevents it.

Mayor Donley indicated that Edsall Road most likely ends at Pickett Street.

Councilwoman Pepper noted that the Cameron Station West Park has an Edsall Road address so her guess is that it comes in further than Pickett and there are no street signs there to help. She requested staff to look into this and get back to Mr. Stansbury with the information.

City Council approved the recommendation of the Planning Commission and approved the request to name the road running east-west through the park and the development, connecting to Duke Street at the ramps, Brenman Park Drive. (Separate Motion)

7. R. P. Kapani, applicant, requested that the trailer be allowed to remain at its site since it has been there for approximately twenty-eight years. He indicated that it would not be feasible to take it out without damaging the building.

Mayor Donley asked questions of Planning and Zoning Director Lynn.

Mr. Lynn indicated that it is not obtrusive but the only issue is that it does not comply with our policy. He stated that it could be removed through the adjacent property to a driveway if the applicant can get his neighbor to permit him to drive out there. It appears that it may not be that difficult.

Mayor Donley asked that staff work with Mr. Kapani to look at the logistics of Mr. Lynn's suggestion, and requested that the staff work with the adjoining property owner to allow the applicant the encroachment onto his property in order to get the trailer out of there. If that doesn't work, we would have to consider something a little more permanent which may be Mr. Kapani's suggestion that it be allowed to stay because it is probably the least obtrusive trailer in the City and was probably there without anybody knowing about it.

City Council approved the recommendation of the Planning Commission and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations and the amended Condition #20, and with the request that staff work with the applicant on trying to find an effective way of moving the trailer. (Separate Motion)

10. Councilman Speck noted that Condition #6 is redundant since Condition #15 is a more complete condition.

11. Tony Traish, 6728 Franconia Road, Springfield, VA, representing the applicant, requested that the applicant be permitted to keep the pylon sign and pole, and asked that Condition #5 be deleted.

Members of Council participated in the discussion on this item.

Council Member Walker spoke to design guidelines for Duke Street and suggested that we begin some improvements particularly in the commercial area.

Councilwoman Pepper indicated that some years ago Council asked for a Duke Street study to see what could be done to improve its appearance, and noted that there is a mechanism in place with respect to improvements along this commercial strip and asked staff to move forward.

City Council approved the recommendation of the Planning Commission, as amended, and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations, and deleted Condition #5, with the request that the applicant cooperate with the City in terms of design guidelines as they are promulgated by staff. (Separate Motion)

12. City Council approved the recommendation of the Planning Commission and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations and the added Conditions #6 and #7.

13. Councilman Speck spoke to Condition #16 as it relates to employee parking, and requested the City Clerk, when this meeting concludes, to go back to the verbatim of Council's discussion last spring when he thought we had a clarification on the language that we wanted to use consistently as it related to employee parking, i.e., that the employer require its employees who drive to use off-street parking.

City Council approved the recommendation of the Planning Commission, as amended, and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations, and amended Condition #16 to read: 16. The applicant will require its employees who drive to work to use off-street parking. (Separate Motion)

17. City Council approved the recommendation of the Planning Commission and approved the request for the use and denied the request for the parking reduction, subject to compliance with all applicable codes, ordinances and staff recommendations.

18. City Council approved the recommendation of the Planning Commission and approved this request, subject to compliance with all applicable codes, ordinances and staff recommendations; and approved the City Manager's recommendation as follows: (1) approved the addition and deletion of the properties listed on pages 2 and 3 of memorandum dated August 11, 1998, to the currently approved List of Blighting Influences in Potomac East and Potomac West; (2) approved, pursuant to the provisions of Section 9.06 of the City Charter, the possible acquisition for rehabilitation/redevelopment and resale to low- and moderate-income persons or for resale "As Is" to the private market for rehabilitation/redevelopment of the five Potomac East and Potomac West properties to be added to the List; and (3) authorized the City Manager to enter into contracts for the purchase of properties on the Blighting Influences List if it becomes necessary to acquire such properties because of the failure of the owners to comply with the program's guidelines.

REPORTS AND RECOMMENDATIONS OF THE CITY MANAGER

19. Receipt of the City of Alexandria, Virginia 1998 Annual Report, and Setting It for Public Hearing.

City Council noted the deferral to Tuesday, September 22, 1998, with public hearing in October.

20. Public Hearing and consideration of the concept plan for the future planning for the park parcels known as Pommander Park, Potomac View Park, the Gibbon and Wilkes Street ends, and the Old Town Yacht Basin. (#30 6/23/98)

City Council held the public hearing.

Councilman Cleveland noted that the Four Mile Run pollution problem was from a neighboring apartment building and not dogs.

Council Member Walker suggested that the cleanup after pets should be worked on at all parks. She spoke about the activities of the Alexandria Waterfront Committee.

Vice Mayor Euille suggested expanding the patrol of the park.

Mayor Donley requested staff to look at to see if we can identify how much of a problem the current dog exercise area is at this location, and asked staff to get more information about some of the ideas staff is looking at right now, i.e., the stainless steel receptacle which goes right into the sanitary sewer as opposed to other containers to see if we can try to let this dog exercise area stay where it is. If it is a serious issue, we need to be consistent in terms of allowing elements to enter into the eco-system.

City Council (1) approved the combining of the five parcels known as Pommander Walk, Potomac View Park, the Gibbon and Wilkes Street Ends, and the Old Town Yacht Basin into one park termed the Consolidated Park Area; (2) referred to the City's Naming Committee the issue of the naming of the Consolidated Park Area under one name; and (3) approved the proposed design guidelines for the Consolidated Park Area, with the understanding that we might want to come back and discuss certain aspects, as illustrated in Attachment 3 and referred the elements of the design guidelines that pertain to parking to the Traffic and Parking Board for consideration.

21. Public Hearing and consideration of the Quaker Lane Apartments Conversion Assistance Plan.

City Council (1) held the public hearing; (2) approved the Conversion Assistance Plan for Quaker Lane Apartments, noting comments from the Landlord-Tenant Relations Board; and (3) authorized the City Manager to execute a conversion plan agreement.

22. SPECIAL USE PERMIT #98-0039 -- 1616 KING STREET -- HAMPTON INN
Mayor Donley suggested to the applicant that they might want to also explain the parking restrictions in writing.

City Council approved the recommendation of the Planning Commission, as amended, and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations and amended the added Condition #24 by deleting the final sentence, which Condition now reads: 24. Employees of the hotel shall be encouraged to use public transportation. Employees who drive to work will be required to use off-street parking.

That employees who drive to work will be required to use off-street parking.; and requested that staff communicate the change in Condition #13 to the applicant since he is not present.

25. TEXT AMENDMENT #98-0010 -- AUTOMOBILE REPAIR BUSINESSES
Mayor Donley requested the attorney for Kline Collision Repair Center to arrange a meeting with Larry Stansbury and residents of Alexandria Knolls West Condominium Homes to explain the landscaping plan.

City Council approved the text amendment.

City Council approved the recommendation of the Planning Commission and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations, and authorized the Mayor to appoint viewers. The Mayor subsequently appointed John Hines, chair, and Donald Allen and Bruce Wilmot, members.

Council Member Walker requested Director of Transportation and Environmental Services O'Kane to take a look at the streets in the neighborhood to see where no thru truck signs may be placed, send to Traffic and Parking Board, and report back to Council with memorandum. She also stressed the importance that there is no runoff into the creeks that would damage the Chesapeake Bay.

Vice Mayor Euille stressed the importance of complying with odor control.

City Council approved the recommendation of the Planning Commission and approved, as amended, the request, subject to all applicable codes, ordinances and staff recommendations, and the added Condition #16, as amended by the Police Department, and added Condition #17, and included the addition to Condition #14 and new Condition #18 and the changes to Condition #12 and #16, as submitted by the Police Department, and added a new Condition #19 to read: That the VIP restaurant/lounge portion of the theater hours of operation shall be 11:00 a.m. to 2:00 a.m. (A copy of the Police Department's changes is on file in the office of the City Clerk.)

33. Public Hearing on and Consideration of an appeal of a decision of the Board of Architectural Review, Old and Historic Alexandria District, on June 17, 1998, granting, as amended, a request for re-approval of previously approved plans for Old Town Greens townhouses to be constructed at 701A/B - 713 A/B Slaters Lane, zoned CD Commercial. APPLICANT AND APPELLANT: Centex Homes, by Duncan W. Blair, Esquire.

City Council upheld the decision of the Board of Architectural Review and denied the appeal.

Public Hearing, Second Reading and Final Passage of AN ORDINANCE to amend Section 11-400 of the Zoning Ordinance to change the administration of the site plan process from the Department of Transportation and Environmental Services to the Department of Planning and Zoning. 35. Public Hearing, Second Reading and Final Passage of AN ORDINANCE to authorize the City Manager to permit the landing of aircraft in the City at locations other than an established airport. (#26 9/8/98) [ROLL-CALL VOTE]

Council Member Walker requested that staff provide civic associations with a copy of the guidelines. The City Manager will promulgate the guidelines to civic groups and any changes that are worked out will be brought back to Council and Council will amend the guidelines at that time.

Vice Mayor Euille requested that the guidelines be referenced as part of the ordinance.

City Council finally passed the ordinance, as amended, on its Second Reading and Final Passage by amending four lines up from the bottom in Sec. 9-2-7, following the word public, insert the following: "in accordance with guidelines approved by the City Council, ...". ORD. NO. 4020
