The Meeting was called to order by Mayor Donley, and the City Clerk called the Roll; all Members of Council were present with Councilwoman Pepper arriving at 9:40 a.m.

(a) Patrick Jones, 957 Pegram Street, representing the Polk School PTA and the Polk Playground Committee, spoke to the efforts to build a new playground at Polk School, and requested Council's support for a recommendation from the Park and Recreation Commission to redirect some of the CIP funds originally designated to design a playground at Jones Point. The Commission requested that Council redirect these monies to the Polk Playground Fund in a one-for-two match, up to a total of $10,000. Mr. Jones further asked Council to seriously consider contributing a total of $20,000 with the understanding that the Playground Committee will raise the other $40,000; a copy of his update is on file in the office of the City Clerk and Clerk of Council.

Mayor Donley asked staff to report back on what the status is of the Park and Recreation Commission's recommendation mentioned by Mr. Jones. Once staff responds to the Park and Recreation Commission's recommendation to Council, then Council will consider it.

(b) Alan Rudd, 2121 Jamieson Avenue, representing the Eisenhower Civic Association, spoke against the location of PTO at Carlyle.

(c) Patti Hulvershorn, 2121 Jamieson Avenue, representing the Eisenhower Civic Association, spoke against the location of PTO at Carlyle.

(e) Kirk Lippold, 2121 Jamieson Avenue, representing the Eisenhower Civic Association, spoke against the location of PTO at Carlyle.

(f) Lillie Finklea, 1210 Franklin Street, representing the Southwest Quadrant Civic Association, spoke against the location of the PTO at Carlyle.

(g) John Chapman Gager spoke.

WITHOUT OBJECTION, Mrs. Alan Rudd addressed a question posed by Councilwoman Pepper earlier with respect to the height of the building already included in the Master Plan for this site.

Planning and Zoning Director Lynn noted that LCOR developer for the PTO at Carlyle, has not come forward because of new requirements asked for by the General Services Administration which has provided another thirty-day extension.

(h) WITHOUT OBJECTION, Councilman Speck, as a point of personal privilege, spoke to Friday's editorial in the Alexandria Journal. He indicated that this is the ninth editorial in the last fifteen months that specifically castigates the City Council actions that Council took regarding employee compensation and why that is the sole reason that the City's finances are in such difficulty, and specifically identified by Council's action on October 14, the budget appropriations made for the soccer and baseball as an example of Council being misguided.

Councilman Speck asked the City Manager, at the next Labor Management meeting, if this matter could be brought up to ask those who are affected by this and participated in this to speak to this issue in the way that they are allowed in this free and open democracy that we have and try to point out to the editor that the facts are not as he states them, and to frankly have other people speaking to this issue other than Council continuing to say that's not the case.

16. There was a discussion about the issue of loitering in this area. The applicant was asked to be especially wary of people hanging out in front of his restaurant due to the major loitering problem at the Laundromat next door, and encouraged him to contact the City should he need its assistance.

The applicant indicated he will and is monitoring his property for loitering.

City Council approved the recommendation of the Planning Commission, as amended, and approved the request, subject to compliance with all applicable codes, ordinances and staff recommendations, with an amendment to condition #8 to read: 8. The Applicant shall provide evidence of an arrangement for 18 off-street parking spaces for use by patrons in the evenings to the satisfaction of the Director of Planning and Zoning. The applicant shall maintain a daytime parking arrangement with the garage located at 1101 King Street and shall post signs directing patrons to its availability, which can be modified with the approval of the Director of Planning and Zoning; condition #12 was amended to read: 12. Live entertainment shall be permitted to provide background ambient music to dining patrons on the first floor only; condition #16 was amended to read: 16. No music or amplified sound shall be audible at the property line; deleted condition #21; and amended condition #23 to read: 23. The Director of Planning and Zoning shall review the special use permit one year from approval, and thereafter as needed, and shall docket the matter for consideration by the Planning Commission and City Council if (a) there have been documented violations of the permit conditions, (b) the director has received a request from any person to docket the permit for review, or (c) the director has determined that there are problems with the operation of the use and that new or revised conditions are needed.
