OPENING

The Meeting was called to order by Mayor Donley, and the City Clerk called the Roll; all Members of City Council were present.

(It was noted that a Notice of this Special Meeting had been previously served upon each Member of Council pursuant to a provision of the City Charter, a copy of the Notice certified by each member of Council being on file in the office of the City Clerk and Clerk of Council.)

2. Presentation of The Proposed Annual Operating Budget for FY 1999-2000 (including Schools) and The Proposed Capital Improvements Program for FY 2000-2005 (including the Schools CIP).

City Manager Lawson presented the Budget Message.

General Discussion. Members of City Council participated in the discussion.

Members of City Council congratulated the staff on the proposed budget and thanked them for their hard work.

Councilman Speck requested consideration of designating some money in Contingent Reserve to examine and look at the concept of a City Development Office, one that would be specifically under the City government's responsibility to solicit and seek out private and philanthropic support for our capital projects. This would be separate and distinct from anything we would support for the Community Foundation.

Vice Mayor Euille stated, with the large percentage of Hispanic population increasing in the City, there is a sincere need, in collaboration with the public school system, to do all that we can do to develop a very positive and constructive ESL Program.






















THERE BEING NO FURTHER BUSINESS TO BE CONSIDERED, upon motion by Councilwoman Pepper, seconded by Vice Mayor Euille and carried unanimously, at 8:30 p.m., the Special Meeting of Tuesday, March 16, 1999, was adjourned. The voting was as follows:
