The Planning Commission hearing came to order at 7:30 P.M..

2. Advisory recommendations to the City Manager, under Section 6.14 of the City
Charter, regarding the Capital Improvement Program. Staff: Office of Management
and Budget. [This is not a public hearing item.]

ACTION: The Planning Commission found the proposed Capital Improvement
Plan consistent with the Master Plan. 5-0

3. Receipt of a status report on the redevelopment of 401-411 East Braddock Road as
required by condition of SUP #2008-0095 for 7-Eleven. Staff: Department of Planning
and Zoning [This is not a public hearing item.]

ACTION: The Planning Commission acknowledged receipt of the report. 5-0

TEXT AMENDMENT #2011-0005
WATERFRONT SMALL AREA PLAN- Click to view the Waterfront Small Area Plan
Presentation and public hearing of a request to A) initiate and consider an amendment to
the City's Master Plan to include the Waterfront Small Area Plan chapter; and
B) initiate and consider a text amendment to Section 5-500 of the Zoning Ordinance
for the W-1/Waterfront mixed use zone. Staff: Department of Planning and Zoning
The Waterfront Small Area Plan boundary includes Daingerfield Island at its north end and Jones Point Park at its
southern end (both national parks). In between, the plan is bounded to the east by the Potomac River and to the west by
(from north to south) East Abingdon Drive beginning just north of Marina Drive to the railroad tracks,Continuing southeast
along the railroad tracks to a point just west of Pitt Street, Continuing east along Bashford Lane to North Royal Street,
Continuing south along North Royal Street to Third Street, Continuing east along Third Street to North Fairfax Street,
Continuing south along North Fairfax Street to Queen Street, Continuing east along Queen Street to a point approximately
100 feet west of North Union Street, Continuing south about 100 feet west of Union Street to Wolfe Street, Following along
the northern, western, and southern boundary of Windmill Hill Park until it meets South Union Street, Continuing south on
South Union Street to Jones Point Park.

ACTION: Planning Commission heard public testimony and closed the public
hearing.

(Note: The public hearing for the Waterfront Small Area Plan was held at this
meeting. The Planning Commission is scheduled to act on this item on May 3, 2011.)



9. Consideration of approval of the Planning Commission minutes of the regular public
hearing of March 1, 2011.

ACTION: APPROVED WITHOUT OBJECTION
