The Meeting was called to Order by Mayor Donley, and the Deputy City Clerk called the Roll; all Members of City Council were present, except Councilman Euille who arrived at 7:34 p.m.

17. Introduction and First Reading. Consideration. Passage on First Reading of An Ordinance to amend and reordain Ordinance No. 4092, passed November 13, 1999, to revise the terms of the vacation of the public street right-of-way between Slaters Lane and West Abingdon Drive, adjacent to the Mason Hall Apartments, and to approve and authorize the construction of certain site improvements on the apartment property in connection therewith.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously, City Council approved the consent calendar as presented. The City Manager's recommendations are as follows:

9. City Council received the following resignations with regret: (a) Margarette Cooper and Susan Hathcock from the Alexandria Archaeological Commission; (b) John Daly from the Alexandria Consumer Affairs Commission; (c) Michele Coulaloglou from the Alexandria Environmental Policy Commission; and (d) Lamont Crawley from the Alexandria Juvenile Detention Commission; and requested the Executive Secretary for Boards and Commissions to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

10. City Council: (a) appointed Lois L. Walker as an Alexandria Business Owner to the Alexandria Ad Hoc Eisenhower Avenue-to-Duke Street Connector Task Force; (b) reappointed Chris Beatley as a Representative from the Alexandria Sister Cities Committee to the Alexandria-Caen Exchange Committee; (c) appointed Barbara Rudin as a Member-at-Large to the Alexandria Early Childhood Commission; (d) appointed Stacey Haralson and reappointed Jeffrey Hickman as Citizen Members to the Alexandria Emergency Medical Services Council; (e) reappointed Florence King as a Representative from the Business Community to the Historic Alexandria Resources Commission; (f) appointed Robert Smith as a Citizen-at-Large to the USS Alexandria Liaison Committee; and (g) appointed William Conkey as a Member from the Alexandria Park and Recreation Commission to the Alexandria Youth Policy Commission.

11. City Council: (1) approved the grant application to the Virginia Department of Motor Vehicles in the amount of $14,960, which will provide funds to the Police Department to conduct DWI checkpoints and operate an aggressive driving interdiction program in the City; and (2) authorized the City Manager to execute all necessary documents that may be required.

12. City Council: (1) approved the grant application to the U.S. Department of Justice for a total of $52,385; and (2) authorized the City Manager to execute all necessary documents.

13. City Council: (1) approved the submission of the grant application to the Virginia Department of Criminal Justice Services for funding in the amount of $207,926 for continued funding for the Sexual Assault Response and Awareness (SARA) Program for FY 2002 and FY 2003; (2) approved the continuation of one full-time grant-funded Social Worker I, one 0.50 FTE Social Worker I, and one 0.50 FTE Outreach Prevention Specialist; and (3) authorized the City Manager to execute all documents that may be required.

14. City Council authorized the City Manager to: (1) approve the submission of a "Save America's Treasures" grant application to the National Endowment for the Arts in the amount of $250,000; (2) approve the use of NEA grant funds, if awarded, for funding additional costs for the planned renovation of Lloyd House; and (3) execute all documents that may be required.

16. City Council introduced and passed the Ordinance on its first reading and set it for public hearing, second reading and final passage on May 12, 2001.

REPORTS AND RECOMMENDATIONS OF THE CITY MANAGER (continued)

15. Consideration of Report on Federal Legislative Issues of Concern to the City.

Legislative Director Caton responded to questions from Mayor Donley and Councilwoman Eberwein.

Councilwoman Eberwein directed questions on funding of open space to Legislative Director Caton and Recreation, Parks and Cultural Activities Director Whitmore. Mayor Donley asked that the City include support for encouraging a relaxation of some of the requirements for eligibility under the Urban Parks and the Conservation Act legislation which are coming up before Congress this year for reauthorization in order to potentially provide a source of funding through the state for which we could apply. The Mayor and Councilwoman Eberwein participated in further discussion on this item with the City Manager, Office of Historic Alexandria Director Federico, and Transportation and Environmental Services Director Baier.

WHEREUPON, upon motion by Councilwoman Pepper, seconded by Councilwoman Woodson and carried unanimously, City Council adopted the following positions on federal issues of concern to the City: (1) Funding for Open Space: support federal appropriations to assist the City in the acquisition of open space; (2) Needs Related to Sanitary Sewers. (A) Sanitary and Stormwater Sewer Reconstruction and Extension: support federal financial assistance to help pay for the construction of a bypass sewage line from the Four Mile Run Pumping Station to the Potomac Yard Interceptor Line; (B) Ground Contamination at the Oronoco Sewer Outfall: support federal financial assistance for remediation efforts at the former Alexandria Town Gas Works; (3) Elimination of Exotic and Invasive Species from Jones Point Park: support federal financial assistance to eliminate the many invasive plants that are now in Jones Point Park; (4) Lloyd House: support federal funding to help pay for the renovations at Lloyd House; (5) Upgrading and Enhancing Bicycle Trails: support federal financial assistance to enable the City to improve its bike trails; (6) Transportation Needs. (A) Intelligent Transportation System (ITS) Plan for the Duke Street Corridor: support federal financial assistance to enable the City to develop an ITS plan for Duke Street Corridor; (B) Intelligent Transportation System (ITS) Plan for the: King Street, Braddock Road, Quaker Lane Intersection: support federal financial assistance to enable the City to develop an ITS plan for the area surrounding the intersection of King Street, Braddock Road, and Quaker Lane; (7) Flow Control: support federal legislation to return flow control authority to the City; (8) Support for Assisted Living: support funding to implement the American Homeownership and Economic Opportunity Act of 2000, which authorizes new assisted living programs for elderly Americans; (9) Federal Mortgage Revenue Bond Program: support legislation to increase the maximum sales price limit for the federal mortgage revenue bond program, thus enabling more City residents with moderate incomes to qualify for VHDA loans and become home owners; (10) Deferred Compensation Legislation: support changes to the federal laws governing deferred compensation plans to (a) raise the contribution cap on tax-deferred deposits to these plans (the cap is now $8,500 annual); and (b) authorize employees to roll over a 457 account into a 401 account, an IRA, or another similar tax-sheltered account when they leave the city; and (11) Pre-Tax Payments for Long-Term Care Insurance: support legislation to allow individuals to pay for long-term care insurance with pre-tax dollars. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper noted that Dora Kelley, for whom Dora Kelley Nature Park was named, died on March 29, and she asked if the City could place a plaque or a bench or something there to commemorate her and to explain her connection with the park. She announced that the family has established a Dora Kelley Nature Park Memorial Fund, and contributions can be directed c/o James Kelley, 1133 21st Street, N.W., Suite 500, Washington, D.C.

(b) Councilman Euille reported on his participation as a representative of City Council on the Metro Board of Directors and gave a status report on the Metro system. Councilman Euille addressed the presentation made by Metro staff at a recent Metro Board planning meeting in which they proposed an extension of a purple line from PG County in Maryland across the Woodrow Wilson Bridge to connect into Alexandria and Fairfax County via the yellow and blue lines, with an additional station in Old Town. He explained that this proposal had not been fully discussed with the respective jurisdictions and has been tabled for the time being. It was reiterated that Council has no problem with the concept of Metro rail or light rail crossing the Woodrow Wilson Bridge at some future date.

City Manager Sunderland explained his statement to the press that a hypothetical Metro station in Old Town would not fit in the public right-of-way. It would have to be above the right-of-ways on Washington Street and Route 1.

(c) Councilman Euille complimented Transportation and Environmental Services Director Baier for going on the tour they took through the City. Councilman Euille noted that there are a bank of lights on the Route 1 corridor below the Monroe Avenue Bridge which are out, along with the bridge lights, and that other lights have been out throughout the City for over a month. A strong message needs to go to Dominion Power that they need to get these lights repaired.

(d) Councilman Speck opined that the best tribute to Dora Kelley's memory would be to get that park back in condition. Recreation, Parks and Cultural Activities Director Whitmore reported that extensive work has been done at the Dora Kelley Nature Park, the work will be finished this summer, and it will never get into that shape again.

(e) Councilman Speck announced that Jean Reid has been named one of the outstanding teachers in the area by The Washington Post , and it is nice to see her get this recognition. He asked that the Deputy City Clerk convey to Ms. Reid the good wishes and congratulations of the Council.

(f) Councilman Speck asked the City Manager to come back to Council with some ideas on how the City could memorialize, in some permanent way, employees that have made an extensive commitment in terms of their tenure and service to the City.

(g) Councilman Speck requested a status report on the work being done at the entrance areas of Warwick Village. Recreation, Parks and Cultural Activities Director Whitmore responded that the whole project should be completed by May 19.

(h) Councilwoman Eberwein thanked the Saint Coletta Gardeners who took a project on their own to plant the tree wells along King Street. They are blooming and are looking lovely.

(i) Mayor Donley reported on his trip to Louisville with Recreation, Parks and Cultural Activities Director Whitmore and staff to attend the Urban Parks Forum. The City was one of five case studies that were brought before the Parks Forum for discussion and solutions. The Mayors from Reno, Nevada; Lincoln, Nebraska; Macon, Georgia; and Fort Worth, Texas, all presented a park for a case study. The City presented Windmill Park and Old Town Yacht Basin, and it was one of the more interesting presentations because it was a little more complex than some of the others. Because the City did participate in this forum, it is eligible to apply for grant funding; however, Ms. Whitmore advised that the City will not even apply for the grant until all the public meetings on Windmill Park are held this spring.

New Business Item No. 1: City Manager Sunderland announced that former Director of Planning and Zoning Sheldon Lynn is retiring next Monday. Since Mr. Lynn did not want any formal farewell, Mr. Sunderland took this opportunity to publicly commend him and to express the City's thanks for his 16 years of leadership and commitment to the City.

ORDINANCE NO. 4194

AN ORDINANCE to amend and reordain Section 12-6-2 (COMPOSITION; APPOINTMENT, TERMS AND COMPENSATION OF MEMBERS; FILLING VACANCIES; CHAIRPERSON AND VICE CHAIRPERSON), and Section 12-6-3 (MEETINGS--QUORUM; RULES OF PROCEDURE; ANNUAL REPORT TO COUNCIL) of Chapter 6 (COMMISSION FOR WOMEN), Title 12 (EDUCATION, SOCIAL SERVICES AND WELFARE) of The Code of the City of Alexandria, Virginia, 1981, as amended.
THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:

Section 1. That section 12-6-2 of The Code of the City of Alexandria, Virginia, 1981, as amended, be, and the same is hereby, amended and reordained to read as follows:

Sec. 12-6-2 Composition; appointment, terms and compensation of members; filling vacancies; chairperson and vice chairperson.

The commission shall consist of 15 members appointed at large by the city council. Members shall be appointed for terms of three years each which shall expire as of May 31. Any vacancy shall be filled by the council for the unexpired portion of a term. A chairperson and a vice chairperson shall be chosen by a majority vote of all the members of the commission. Members shall serve without compensation but may receive such reimbursement for expenses as the council may from time to time allow.

Section 2. That section 12-6-3 of The Code of the City of Alexandria, Virginia, 1981, as amended, be, and the same is hereby, amended and reordained to read as follows:

Sec. 12-6-3 Meetings--quorum; rules of procedure; annual report to council.

The commission shall meet at least once each month from September to June, and may meet in July and August. All meetings shall be open to the public. All members of the commission shall be entitled to vote and the decisions of the commission shall be determined by a majority vote of the members present. A quorum of eight members present is required before the commission can take official action. A member present but not voting shall be considered in counting a quorum. In matters concerning the procedure for meetings not covered by this chapter, the commission may establish its own rules, provided these are not contrary to the mandate or spirit of this chapter. The commission shall render each year by June 30, to the city council a written report of its activities under the provisions of this chapter along with any comments and recommendations as it may choose to make.

Section 3. Notwithstanding any contrary provision of law establishing the existing terms of their appointment, the terms of the members of the Commission for Women serving on May 31, 2001, shall be determined by drawing lots as follows: five members shall serve until May 31, 2002, five members shall serve until May 31, 2003, and five members shall serve until May 31, 2004.

Section 4. That this ordinance shall become effective upon the date and at the time of its final passage.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously, City Council took the following actions on the Council calendar: (1) added the flag lowering ceremony in commemoration of Crime Victims' Rights Week on Tuesday, April 24, from 5:00 p.m. to 6:00 p.m., on Market Square; (2) scheduled a work session with the Alexandria Redevelopment and Housing Authority Board to discuss Samuel Madden Homes (Downtown) at 6:00 p.m. before Council's Tuesday, April 24, regular legislative session, and rescheduled the work session previously set for April 24, to discuss JobLink, the Metro Tech grant and the Youth Employment Program to Tuesday, May 22, before Council's regular legislative meeting; (3) scheduled a joint meeting with the Youth Policy Commission and the School Board on the development asset model of youth development, on Wednesday, May 23, at 7:00 p.m., in the Minnie Howard Auditorium, as requested by Mayor Donley, Chair of the Youth Policy Commission; and noted the addition of: (4) Monday, April 30, Annual City Employees Public Service Awards reception at 5:30 p.m. (program begins 6:00 p.m.), in the Exhibit Hall at the Lee Center; and (5) Tuesday, May 8, Work Session with Congressman Moran at 6:00 p.m. in the Council Workroom.
