City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

10. City Council: (a) appointed Jeremy Flachs as a Representative Who is Employed by or Affiliated with an Organization that Promotes and Maintains Affordable Housing to the Alexandria Affordable Housing Advisory Committee; (b) reappointed Beverly Winterscheid as a Representative from the Business Community Who has Expertise in Economic Development Programs to the Alexandria-Caen Exchange Committee; (c) reappointed Timothy Dennee as a Member from the Alexandria Historical Society and appointed Sandra Nail as a Member from the Friends of Alexandria Archaeology to the Alexandria Archaeological Commission; (d) reappointed Kathleen Corr as a Representative from an Organization Such as Educational Agencies, Organized Labor, Rehabilitation Agencies, Community-Based Organizations, Economic Development Agencies, and the Public Employment Service to the Alexandria Commission on Employment; (e) appointed Michael Gaw as a Citizen Member to the Alexandria Consumer Affairs Commission; (f) appointed Rita Robertson as a Representative of the Alexandria Chapter of the Northern Virginia Family Day Care Association (AFCCA) to the Alexandria Early Childhood Commission; and (g) appointed Joseph Johnston as a Representative from the Historic Alexandria Foundation to the Historic Alexandria Resources Commission.

11. City Council approved the installation of two actuated flashing yellow warning lights on each side of Cameron Street, just west of the intersection of Cameron Street and Fayette Street, for Fire Station #205 located at 1210 Cameron Street.

12. City Council authorized the City Manager to: (1) submit a grant application to the Virginia Department of Criminal Justice Services (DCJS) for funding, in the amount of $463,545, under the Comprehensive Community Corrections Act-Pretrial Services Act (CCCA-PSA). Due to the short turnaround time provided by DCJS, the grant application was forwarded to DCJS in accordance with the April 13 deadline, contingent upon City Council's approval at its May 8, 2001 legislative session; (2) approve the continuation of six full-time positions and one part-time position to deliver the services to be provided under these grant programs. These grant-funded positions would terminate upon the expiration of the grant and the individuals filling these positions will be notified of this condition of employment and sign an agreement of understanding with regard to this condition; and (3) execute all documents that may be required.

13. City Council: (1) approved the grant award in the amount of $81,700 for program administration, including staffing, for information technology and health care training for employed and unemployed workers; (2) approved the establishment of one full-time, grant-funded position, a Human Services Program Coordinator, to operate the program. The position will terminate upon expiration of the grant and the individual who fills the position will be notified of this condition of employment and will sign an agreement of understanding with regard to this condition; and (3) authorized the City Manager to execute all documents that may be required.

14. City Council received the Alexandria Community Services Board's FY 2000 Annual Report.

15. Consideration of Final Report on the Citywide Traffic Survey.

Transportation and Environmental Services Director Baier responded to questions posed to him by Councilwoman Woodson.

City Council received the final report of the Citywide Traffic Survey that consists of reports from the Department of Transportation and Environmental Services and the Police Department.

ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL

(a) Councilwoman Pepper expressed concern about the car-tax rollback and Delegate John H. Rust's plan which would repeal 70 percent of the car tax and would save the state dollars this fiscal year by delaying state rebate payments to local governments for 30 days, instead of the usual 2 days. According to Legislative Director Caton, there would be a perpetual shifting of funds that should be paid to localities in one year, but paid actually in the next year.

Legislative Director Caton reported on the budget stalemate in Richmond. He explained Delegate Rust's proposal; a copy of which is on file in the office of the City Clerk.

Mayor Donley stated that it is the consensus of the Alexandria City Council that it is opposed to Delegate Rust's proposal and requested Legislative Director Caton to communicate Council's opposition to our General Assembly delegation and anyone else who is willing to listen. In addition, Council's previous position in opposition to the 1/2 cent sales tax in Northern Virginia solely for transportation would hold.

16. Introduction and First Reading. Consideration. Passage on First Reading of an ordinance to amend the fire protection and prevention provisions in Title 4, Chapter 2 of the City Code.

17. Introduction and First Reading. Consideration. Passage on First Reading of an ordinance to add a new Section 5-8-117 to the City Code to revise the procedures for approval, in residential areas, of on-street parking spaces reserved for the use of persons with disabilities.

18. Introduction and First Reading. Consideration. Passage on First Reading of an ordinance to amend Section 9-12-132 of the City Code to increase taxicab fares.

19. Introduction and First Reading. Consideration. Passage on First Reading of an ordinance to amend Section 10-2-7 of the City Code to authorize the Director of Transportation and Environmental Services to establish certain types of electrically operated traffic signals or devices.

21. Introduction and First Reading. Consideration. Passage on First Reading of an ordinance to extend for one year the telecommunication franchise which authorizes use of the public rights-of-way by Verizon.

23. Consideration of City Council Schedule.

With reference to the July 7, 2001 Annual USA/Alexandria Birthday Celebration, which is being held in Oronoco Bay Park, Mayor Donley requested the City Manager to come up with and widely publicize a parking/shuttle plan for the many visitors who will attend this celebration since this will not be held at Jones Point Park due to the Woodrow Wilson Bridge construction.

Councilwoman Eberwein reported that she will not be present at the June 16, 2001 Public Hearing Meeting.

City Council: (1) postponed the work session on assisted living scheduled for Tuesday, June 12, to provide the working group more time to conduct its research. This work session will be rescheduled in the fall; (2) scheduled a work session at 6:00 p.m. before the June 12 legislative meeting with the Alexandria Public Health Advisory Commission to discuss the replacement of the Alexandria Health Department Saint Asaph Street facility; (3) scheduled a work session on the "Plan for Planning" and on the work of the Upper Potomac West Task Force at 6:00 p.m. before the Tuesday, June 26 legislative meeting; and (4) noted the following additions to the Council Calendar: (a) Thursday, May 17, 2001, Annual Police Memorial Service from 7:30 p.m. to 8:00 p.m., at the Baptist Temple Church located at 700 Commonwealth Avenue; and (b) Saturday, July 7, the City of Alexandria's Annual USA/Alexandria Birthday Celebration from 6:00 p.m. to 10:00 p.m. at Oronoco Bay Park, 701 North Lee Street.
