City Council appointed Acting Office of Management and Budget Director Morgan Routt to the City of Alexandria Firefighters and Police Officers Pension Board to serve in the place of Acting City Manager Bruce Johnson as a management representative until Mr. Johnson returns to his position of Chief Financial Officer. At that time, Mr. Routt will once again become the alternate representative of City management. 9. City Council: 1. approved the submission of a grant application (due June 20, 2011); and 2. authorized the Acting City Manager to execute the necessary documents that may be required. 10. City Council: 1. received the work group report, which recommends the establishment of a new 25 member commission, the Alexandria Children, Youth and Families Collaborative Commission, with high level City and community representatives who would have responsibility for making recommendations to City Council and the School Board on policy for youth, prenatal to 21 years of age; 2. thanked the members of the Work Group for their work on behalf of the City and School Division; 3. passed the ordinance on first reading and scheduled it for public hearing, second reading and final passage on Saturday, June 25. The ordinance establishes the new commission and abolishes the Alexandria Early Childhood Commission and the Youth Policy Commission; 4. thanked the members of the ECC and the YPC for their dedicated service; and 5. requested staff to work with the Work Group to make initial recommendations regarding the new commissions' proposed membership. (Staff Presentation) City Council adopted the Ten-Year Transportation Project Plan for the Fiscal Years 2012 to 2021. Council Action:_________________________________________________________ 32. Consideration of Authorizing the Transfer of Ownership of the Arbelo, Lacy Court, and Longview Terrace Apartments from the RPJ Housing Corporation to the Alexandria Housing Development Corporation. City Council: 1. authorized the transfer of ownership of the City-assisted Arbelo, Lacy Court, and Longview Terrace Apartments from RPJ Housing (RPJ) to the Alexandria Housing Development Corporation (AHDC) and approved the assumption by AHDC of RPJ's outstanding loans from the City, with the understanding that a plan for permanent financing will be developed and presented for Council consideration by the end of the calendar year; 2. authorized the reservation of up to $574,000 of affordable housing funds for disbursement as needed to enable AHDC to cover its due diligence and transactional costs, along with a reserve to cover any unforeseen capital or operating needs for up to 12 months, until permanent financing is secured; and 3. authorized the City Manager to provide a comfort letter, as described herein, to AHDC's first trust lender, BB&T, and to execute all other necessary documents. Consideration of an Increase in the Allocation of Advanced Funding for the Acquisition of Up to 16 Alexandria Redevelopment and Housing Authority (ARHA) Replacement Units by the Alexandria Redevelopment and Housing Authority. City Council: 1. increased the approved allocation from up to $3.0 million to up to $4.8 million of the originally planned $6.4 million amount previously identified for the purchase by ARHA of individual housing units to satisfy the outstanding agreement to provide 16 replacement housing units for the James Bland redevelopment, subject to the terms and conditions previously approved on February 22; and 2. rescind the previous authorization related to the long term payment by the City of condominium fees for the 16 units, as ARHA has indicated that it no longer needs City assistance with such fees under ARHA's revised plans. Consideration of Release of Covenant, in the Event of Foreclosure or Deed in Lieu of Foreclosure to Facilitate the Permanent Financing of the Alexandria Redevelopment and Housing Authority’s Quaker Hill Property. City Council agreed to a release of the Declaration of Restrictive Covenants and Deed of Easement, in the event of foreclosure, or deed in lieu of foreclosure, so that ARHA can close on its permanent financing for Quaker Hill with the Virginia Housing Development Authority (VHDA) as the new first trust lender, with the understanding that the City's interest in the property as affordable housing will remain protected through a right to assume, cure and/or purchase or pay-off VHDA's loan (including through a designated entity) in the unlikely event of a default. Council Action:_________________________________________________________ REPORTS AND RECOMMENDATIONS FROM BOARDS, COMMISSIONS AND COMMITTEES None ORAL REPORTS BY MEMBERS OF CITY COUNCIL and ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL (a) Councilwoman Hughes noted the death of Sylvester Lorenzo Shannon, a Vietnam War Veteran and long-standing Northern Virginia resident, and she sent her condolences to the family. (b) Councilwoman Hughes said she received a letter from Gwen Lewis about the concerned citizen network, which is a group that has made a request for supplemental funding in the amount of $10,000 to extend the funding on a program from the ACPS called RARE. She asked for the sense of Council for docketing the item for consideration on June 28. (c) Councilwoman Hughes said that at the National Press Club on Thursday, there are some organizations who will come together to talk about asthma prevention and treatment, and she will be speaking to the group. (d) Councilwoman Pepper said that this Saturday, the T.C. Williams senior students will be graduating, and there will be the all-night graduation party in the evening and they would love to have volunteers. (e) Mayor Euille noted that on Thursday, June 23, the WMATA Board of Directors will be approving their FY2012 operating and CIP budget, it is a $1.4 billion budget that will maintain current fares, no rail, bus or paratransit service decrease changes, and the budget will be balanced with the $66 million subsidy coming from the Compact members. (f) Mayor Euille said that on Saturday, June 25, the Northern Virginia Housing Opportunity Expo will be taking place from 10 a.m. to 4 p.m. at T.C. Williams High School. This will be a regional sponsored event. (g) Councilman Krupicka acknowledged that Stacy Hoeflich, a teacher at John Adams Elementary School, was named the 2011 Virginia history teacher of the year. (h) Councilman Krupicka said that at its last Council meeting, Council passed a resolution encouraging making playgrounds smoke-free, and the question has come from the Public Health Advisory Commission related to Alexandria's birthday party and the question is is it possible to delineate or encourage people who want to smoke to do it in certain areas, so other people who are allergic or who have children aren't near the smoke. Mayor Euille noted that the request has gone to Parks and Recreation for its consideration. (i) Councilman Krupicka said Council received a number of emails over the last couple of weeks about the bikeshare program that is going on in D.C. and Arlington and is very successful. He said as he understands it, there are grant monies available to help bring the program into Alexandria, and a decision needs to be made about whether it will try it out and he asked what is the process to come to closure on the decision. Acting City Manager Johnson said it will be brought to Council in the Fall for Council's consideration. (j) Councilman Smedberg passed out the brochure the advertises the position of City Manager and the advertisements will be rolled out over the next week or two.
