WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilwoman Pepper and carried unanimously, City Council approved the consent calendar, with the exception of docket item #19, which was considered under separate motion. The City Manager's recommendations were as follows:

6. City Council accepted the following resignations with regret: (a) Patricia Arnaudo, Affordable Housing Advisory Committee; (b) Tom Babinszki, Commission on Persons with Disabilities; and (c) Florence King, Historic Alexandria Resources Commission.

7. 8. City Council authorized $2,950,000 for capital project allocations and planned expenditures for the capital projects as detailed in the Capital Improvement Expenditures Summary.

10. City Council received the Comcast 2010 Annual Report and Plant Survey.

Mr. Lerner, Deputy Director, Transportation and Environmental Services, along with Mr. Grove, T&ES, gave a report on the base realignment and closure project at Mark Center and responded to questions of City Council.

32. Consideration of an Endorsement of Proposed Short- and Mid-Term Road Improvements to Alleviate Traffic Impacts in the Vicinity of the Mark Center and the Federal BRAC -133 Project.

Mr. Paul Prideaux, with Baker Engineering, gave a presentation of the proposed short and mid-term road improvements and he, along with Mr. Baier, Director, Transportation and Environmental Services, responded to questions of City Council.

WHEREUPON, upon motion by Vice Mayor Donley, seconded by Councilman Krupicka and carried unanimously by roll-call vote, City Council adopted the resolution that: 1. endorsed implementing the recommended short- and mid-term road improvements as recommended by the Virginia Department of Transportation (VDOT) VaMegaProjects consultant and the City's BRAC-133 Advisory Group; 2. request full funding for additional studies, design and construction of the improvements from the U.S. Department of Defense, and/or agencies of the U.S. Government; and 3. requested that the adjacent and benefited property owners donate any needed right-of-way for these improvements. RESOLUTION NO. 2427

WHEREAS, The United States Department of Defense (DoD) has selected and purchased a building site at the Mark Center as the location to construct a major office building and associated facilities (BRAC-133 facility) for occupancy by the Washington Headquarters Service and other DoD agencies; and

WHEREAS, this BRAC-133 facility will entail approximately 1,750,000 square feet of office space and house approximately 6,400 employees; and

WHEREAS, transportation improvements proffered with the 2004 approval of the 2004 Mark Winkler office development are now under construction; and

WHEREAS, City Council created the BRAC-133 Advisory Group to create a forum for developing ideas and recommendations relating to the transportation improvements and other issues associated with the BRAC-133 facility, as well as to serve as a communications forum among all parties; and

WHEREAS, those proffered improvements alone will not mitigate the impacts on traffic around the Mark Center once the BRAC-133 facility opens in September 2011; and

WHEREAS, the City in cooperation with the Office of Economic Adjustment (OEA) contracted with the VDOT General Engineering Contractor (GEC) to analyze and make recommendations for short- and mid–term road improvements to further mitigate traffic impacts from the BRAC-133 facility; and

WHEREAS, GEC made a recommendation to the BRAC-133 Advisory Group with respect to such Short- and Mid-term Road Improvements; and

WHEREAS, the Short- and Mid-term Road Improvements encompass GEC Improvement Areas Phase I (Improvement Areas 1, 2a, 5 and 7) and Phase II (Improvement Areas 2b, 3, 6 and the pedestrian bridge); and

WHEREAS, the BRAC-133 Advisory Group adopted a resolution on November 17, 2010 to recommend that the City Council implement the GEC recommended Short- and Mid-term Road Improvements.

NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ALEXANDRIA, VIRGINIA THAT City Council endorses the Short- and Mid-term Road Improvements and hereby authorizes the City Manager to pursue by all reasonable means the securing of funding from the Department of Defense or any other appropriate Federal Government entity for the environmental analyses, engineering design, and construction and related costs of the Short- and Mid-term Road Improvements recommended by the GEC, as well as to seek right-of-way donations from the adjacent and benefited property owners.

33. Consideration of Criteria for Rezoning Without a Master Plan Study.

(a) Mayor Euille said that this morning, Director of Transportation and Environmental Services Baier and Mr. Holloman from T&ES accompanied him to COG for the formal signing of the Tiger 1 Tiger 2 grant funds the City received, and Secretary of Transportation LaHood was present at COG for the ceremony. He said they are pleased they will be able to move forward with the three transitway corridors - Potomac Yard and Van Dorn/Beauregard Corridors. He said Secretary LaHood was very complimentary of the fact that as a region, they are doing everything correct and the real benefit is to get shovel ready projects and create jobs.

(b) Mayor Euille passed out CD's of the fourth season of the i-Movie Mentors Program, the middle school students who participated in the mentoring program and produced the video. The students and the mentors presented their movies last Tuesday evening at the Old Town Theatre. He said the grant funding for this has expired, and he will be working with the Court Services and the City's Budget Department to get some funding restored to keep the successful program moving forward.

(c) Councilwoman Hughes said the Jaycees had a Christmas shopping trip for children and Council was all supportive of the shopping for underprivileged children to purchase presents out of the Christmas Tree sale proceeds. The children were also treated to a pizza party at the Campagna Center. This is a great collaborative effort between City government and working with non-profits to benefit the children, and she noted that the DASH bus transported the children.

(d) Councilwoman Hughes said Alpha Kappa Alpha Sorority, Inc., Zeta Chi Omega Chapter, also hosted over 200 seniors from Alexandria at the Charles Houston Recreation Center for an afternoon lunch, gifts and games.

(e) Councilwoman Hughes noted a release by the Alexandria Redevelopment and Housing Authority about the Santa Winter Wonderland three-day celebration starting on December 20 and culminating on December 22 at Charles Houston. The community is invited to enjoy the winter wonderland. They also need volunteers and in-kind donations.

(f) Councilman Smedberg said there was a Jones Point Park Pardon Our Dust meeting last week, and the meeting went very well. He noted community issues that came up during the meeting about the traffic signs on the trail and there was a question about the lights and the parking in the neighborhood.

Mr. Spengler, Director, Recreation, Parks and Cultural Activities, responded to the questions and issues and he introduced Mr John Lynch and Mr. John Jacobson from VDOT.

Vice Mayor Donley asked for something in writing on what they will be doing.

Memorializing Congress to renew funding for the Special Statutory Funding
Program for Type 1 Diabetes Research


WHEREAS, the month of November was National Diabetes Awareness Month; and

WHEREAS, as many as 3 million Americans suffer from Type 1 diabetes, a chronic, genetically-determined, debilitating disease affecting every organ system; and

WHEREAS, more than 15,000 children each year are diagnosed with Type 1 diabetes, a disease caused by an autoimmune attack that destroys the insulin-producing beta cells of the pancreas; and

WHEREAS, approximately 469,000 people in Virginia—nearly eight percent of the population—have diabetes; and

WHEREAS, the direct and indirect cost of diabetes in Virginia was $4.4 billion in 2007, according to the US Centers for Disease Control and Prevention; and

WHEREAS, diabetes is one of the most expensive chronic diseases, costing the United States economy more than $174 billion annually; and

WHEREAS, individuals with diabetes pay an average of $13,000 in annual health care costs, compared to $2,600 for those without diabetes; and

WHEREAS, insulin treats, but does not cure, this disease; and it does not prevent the complications of diabetes, which include blindness, heart attack, kidney failure, stroke, nerve damage, and amputations; and

WHEREAS, the National Institutes of Health has established 6 goal areas to guide Type 1 diabetes research, and these focus on the reduction, prevention, and cure of Type 1 diabetes and its complications; and

WHEREAS, federal funding has supported research focused on determining the underlying genetic and environmental causes of diabetes; and

WHEREAS, federal funding has also paid for the testing of promising new treatments to halt and reverse the autoimmune attack that causes Type 1 diabetes; and

WHEREAS, continued progress toward a cure for Type 1 diabetes depends on training the next generation of diabetes researchers; and

WHEREAS, Congress has provided $150 million annually through fiscal year 2011 for the Special Statutory Funding Program for Type 1 Diabetes Research; and

WHEREAS, leading Type 1 diabetes researchers have recommended a total funding level of $4.1 billion for fiscal years 2009 through 2013 in order to meet the National Institutes of Health's Type 1 research goals;

NOW, THEREFORE, BE IT RESOLVED, by the Alexandria City Council that it urges Congress to renew the funding for the Special Statutory Funding Program for Type 1 Diabetes Research in 2010 for 3 additional years, so that a cure for Type 1 diabetes and its complications can be found; and

BE IT FURTHER RESOLVED, That copies of this resolution be sent to each member of the City’s Congressional delegation.

THE CITY COUNCIL OF ALEXANDRIA HEREBY ORDAINS:

Section 1. That the sections and portions thereof set forth in the supplemental and replacement pages for The Code of the City of Alexandria, Virginia, 1981, each of which pages is identified in the lower left-hand corner by the notation "Supp. No. 95," are hereby adopted as and shall constitute "The Ninety-Fourth Supplement to The Code of the City of Alexandria, Virginia, 1981."

Section 2. That the sections and portions thereof set forth in "The Ninety-Fifth Supplement to The Code of the City of Alexandria, Virginia, 1981" shall be in force and effect on and after the effective date of this ordinance, and all ordinances of a general and permanent nature which were adopted between June 22, 2010, through October 16, 2010, inclusive, and which are not included in such supplement or in The Code of the City of Alexandria, Virginia, 1981, as amended, are hereby repealed, except as otherwise provided in section 3 of this ordinance.

Section 3. That the repeal provided for in section 2 of this ordinance shall not affect any offense or act committed or done, or any penalty or forfeiture incurred, or any contract established or accruing prior to the effective date of this ordinance; nor shall it affect any prosecution, suit or proceeding pending or any judgment rendered prior to said date; nor shall it affect any ordinance adopted after June 22, 2010, which amends the Zoning Ordinance of the City of Alexandria, Virginia, 1992, as amended; nor shall it affect any ordinance saved from repeal by Ordinance No. 1250; nor shall it affect any ordinance listed in appendices A through J, both inclusive, of The Code of the City of Alexandria, Virginia, 1981, or any pages supplemental to such appendices; nor shall it affect any provision of any ordinance adopted between June 22, 2010, through October 16, 2010, inclusive, and which is inadvertently omitted from or erroneously incorporated into "The Ninety-Fifth Supplement to The Code of the City of Alexandria, Virginia, 1981," or any other supplement to the code; nor shall it affect any ordinance adopted after the effective date of this ordinance.

Section 4. That one complete set of pages comprising "The Ninety-Fifth Supplement to The Code of the City of Alexandria, Virginia, 1981," shall be stapled or otherwise permanently fastened together, shall be manually signed on the front sheet by the mayor and the city clerk, and shall be filed in the office of the city clerk and made available to any person desiring to inspect the same. In addition, one complete set of the supplemental and replacement pages of such supplement shall be properly inserted into the copy of The Code of the City of Alexandria, Virginia, 1981, which bears the manual signatures of the mayor and the city clerk, and such code, as amended and supplemented, shall be kept on file in the office of the city clerk and be made available to any person desiring to inspect the same.

Section 5. This ordinance shall become effective upon the date and at the time of its final passage.
