At 5:30 p.m., in the Council Chamber, City Council held a Work Session on the Eisenhower Avenue-to-Duke Street Connector. The agenda was followed.

Director of Transportation and Environmental Services Baier and Deputy Director of Transportation and Environmental Services Culpepper made a PowerPoint presentation. Members of Council participated in the discussion of the issue before them. Staff was requested to provide additional information on a two-lane option.

Due to the volume of information to cover, City Council continued its work session to Tuesday, October 29, 2002, at 7:00 p.m.

OPENING

The Meeting was called to Order by Mayor Donley, and the City Clerk called the Roll; all Members of City Council were present.

(It was noted that a Notice of this Special Meeting had been previously served upon each Member of Council pursuant to a provision of the City Charter, a copy of the Notice certified by each Member of Council present being on file in the office of the City Clerk and Clerk of Council.)

City Council observed a moment of silence and then recited the Pledge of Allegiance.

3. THERE BEING NO DISCUSSION, upon motion by Councilman Euille, seconded by Vice Mayor Cleveland and carried on a vote of 6-to-0, City Council approved the Minutes for (a) the Regular Meeting of October 8, 2002, as submitted. The voting was as follows:

4. New Business Item No. 1: Police Chief Samarra briefed Council on the sniper issue and reported on what the City is doing to protect its citizens and children. Sheriff Dunning reported that his deputies, in an interagency effort, are providing backup support to the Police Department by assisting with public safety visibility at the schools both in the mornings and afternoons. School Superintendent Perry reported on the precautions being taken in all of the schools in the City.

Members of Council expressed their appreciation and thanked the men and women in uniform and the teachers for all that they are doing in protecting the children and citizens of the City.

In response to Councilwoman Eberwein's question, Police Chief Samarra stated that families should make a joint decision with respect to Halloween.

RECOGNITION OF YOUTH BY MEMBERS OF CITY COUNCIL

The City Council recognized Laura Givens, Lindsay Crook, and Kate Fanning, youth from the T.C. Williams Key Club, for volunteering for the Wright to Read Book Buddies program at Jefferson-Houston Elementary School. The Members of City Council congratulated the youth for volunteering for this worthy effort and assisting in providing the gift of literacy.

5. Introduction of Dr. Robert Templin, Jr., newly Elected President of Northern Virginia Community College.

Carolyn Wells introduced Dr. Robert Templin, Jr. Dr. Templin is the newly elected president of Northern Virginia Community College.

Members of Council congratulated Dr. Templin on his appointment as president of the Northern Virginia Community College.

6. Presentation of Proclamation Recognizing Howard Worth Smith, Jr. for His Many Years of Service to the Alexandria Library Board and the City of Alexandria.

12. Authorization of Recommended Capital Allocations and Planned Expenditures.

END OF CONSENT CALENDAR

WHEREUPON, upon motion by Councilman Speck, seconded by Vice Mayor Cleveland and carried unanimously, City Council approved the Consent Calendar as presented. The City Manager's recommendations are as follows:

9. City Council received the following resignations with regret: (a) Timothy A. Smith from the Alexandria Archaeological Commission; (b) Wanda McKeon from the Alexandria Convention and Visitors Association Board of Governors; and (c) Paula Potoczak from the Alexandria Environmental Policy Commission; requested the Executive Secretary to send the appropriate letters of appreciation and to advertise the vacancies in the usual manner.

10. City Council (a) appointed Jennifer Pugh as a Citizen Member to the Alexandria Beautification Commission; (b) appointed Christy Rothenberger as a member from and representing the Alexandria Chapter of the American Red Cross, waived the residency requirement and appointed Jacqueline Forbes as a Member from and representing the Northern Virginia AIDS Ministry (NOVAM) to the Alexandria Commission on HIV/AIDS; (c) reappointed Althea Burns as a Representative from the Old Presbyterian Meeting House and Ellen Stanton as a Representative from Gadsby's Tavern Museum to the Historic Alexandria Resources Commission; and (d) reappointed Pamela Walkup as a Member of a profession which requires special training and knowledge in issues affecting Youth in the City, waived the residency requirement and appointed Toyasha Albert as a Representative of a Community Non-Profit Agency having an interest in Youth issues to the Alexandria Youth Policy Commission.

11. City Council: (1) received the listings of delinquent local property taxes; (2) authorized the parts of the delinquent real estate tax listing deemed advisable by the Director of Finance and having a balance due of $1,000 or more, be published in a newspaper having general circulation in the City. Also, that parts of the real estate tax and personal property tax listings deemed advisable by the Director of Finance, be listed on the City of Alexandria website; and (3) authorized the Director of Finance to write off the uncollected tax balances amounting to less than twenty dollars each for which the Director of Finance has determined that the cost of collecting such balances would exceed the amount recoverable, provided that the Director of Finance shall not include any balance which he has reason to believe the taxpayer has purposely paid less than the amount due and owed.

12. City Council authorized the capital project allocations and planned expenditures for the capital projects as detailed in the Capital Improvement Expenditure Summary.

13. Receipt of the Monthly Financial Report for the Period Ending September 30, 2002.

In future monthly financial reports, Mayor Donley requested staff to provide a separation between the car tax and other intergovernmental revenues received from the Commonwealth.

14. Verbal Presentation on State Budget Reductions.

Legislative Director Caton provided Council with a status report on current state budget reductions.

15. Receipt of the Proposed City Legislative Package for the 2003 General Assembly Session and Scheduling it for Public Hearing on Saturday, November 16, 2002.

Councilwoman Woodson requested to include a position in the proposed legislative package to oppose any further cuts to the Virginia Juvenile Community Crime Control Act (VJCCA) which funds alternatives to detention for juveniles.

Mayor Donley agreed with Ms. Woodson's comments. He indicated that maintaining and fighting for what we have and warding off additional cuts is an important part of our legislative strategy this year.

WHEREUPON, upon motion by Councilman Euille, seconded by Councilwoman Pepper and carried unanimously, City Council received the proposals for the City's 2003 Legislative Package and scheduled the legislative proposals for public hearing on Saturday, November 16, 2002. The voting was as follows:

(b) Vice Mayor Cleveland reported that the Tax Referendum Forum, sponsored by the League of Women Voters and the Federation of Civic Associations, held on Thursday, October 17, at Minnie Howard Ninth Grade Center will be rebroadcast on October 25 and October 26, at 9:00 p.m., on Channel 69.

(c) Councilwoman Pepper announced that the T.C. Williams High School student newspaper, Theogony, recently received a $10,000 grant from the Washington Post. She congratulated the students.

16. Consideration of City Council Schedule.

It was noted that the Breast Cancer Walk has been postponed. In addition, the location of the City Council Retreat has been moved from the Winkler Botanical Preserve to the Council Chamber beginning at 11:00 a.m. on Saturday, October 26.

Councilwoman Woodson will be out of town on Saturday, November 9, and Friday, November 29.

WHEREUPON, upon motion by Councilman Speck, seconded by Councilwoman Pepper and carried unanimously, City Council: (1) received the revised calendar which includes: (a) the annual work session with the Alexandria Convention and Visitors Association Board at 6:45 p.m., before Council's Tuesday, November 12 legislative meeting; (b) the annual Tree Lighting Ceremony on Friday, November 29, at 7:00 p.m., at Market Square; and (c) the City's Homeownership Fair on Saturday, March 29, from 9:30 a.m. to 1:00 p.m., at T.C. Williams High School; (2) rescheduled the grand opening of the Eisenhower Avenue Recycling Center to 8:30 a.m. before Council's Saturday, November 16 public hearing meeting, and continued the Eisenhower Avenue-to-Duke Street Connector work session to October 29, at 7:00 p.m., and postponed the public hearing to Tuesday, November 19, at 7:00 p.m. The voting was as follows:

Councilman Speck spoke to the authority that the City was granted under its Charter change request at the last session of the General Assembly, and that is the authority to reduce the size of the Alexandria Redevelopment and Housing Authority Board of Commissioners from nine to seven members. Councilwoman Woodson concurred with Councilman Speck that this is the time to discuss it.

WHEREUPON, upon motion by Councilwoman Woodson, seconded by Councilman Euille and carried unanimously, City Council deferred the appointments and requested staff to docket a discussion of a reduction in the number of members of the ARHA Board from nine to seven, and then depending upon the outcome of that discussion, consideration of these appointments or non-consideration of the appointments. The voting was as follows:
