City Council approved the allocation of $627,000 in Housing Trust Fund monies to the Alexandria Redevelopment and Housing Authority as partial funding for the acquisition of real property located at 325 S. If the City and ARHA jointly determine that total project finances (when all on- and off-site units are eventually financed) are such that any of the monies advanced by the City (not limited to the $1.1 million allocation for Whiting Street) are no longer needed, then any excess funds would be returned to the City account from which it came. This accounting shall be made by City staff to the Affordable Housing Advisory Committee after the City has reviewed the total finances following completion of the project. 14. Verbal Report on the Status of Proposed Improvements to the CSX Overpass at the King Street Metro Station. Transportation and Environmental Services Director Baier reported on his discussion with respect to the mural on the abutments and the drainage issue with ponding on the sidewalk. The issues regarding the mural have been referred to Parks and Recreation for handling. Mr. Baier will move forward with removing a section of the sidewalk to install a slotted drain to alleviate the ponding of water. Councilman Speck requested staff to see that the graffiti is removed on the Commonwealth Avenue overpass headed south. Staff will take care of it. 17. Verbal Report on the Three Corners of Lower King Street. Planning and Zoning Deputy Director Ross and Assistant City Manager Jinks provided an update to the Council on the three corners of lower King Street. All looks positive at the moment. Councilman Euille suggested that it might be beneficial to craft some type of publication or press release to let our citizens know that the City is on top of this by doing what it can to work with the appropriate parties to bring this to closure. REPORTS OF BOARDS, COMMISSIONS AND COMMITTEES None ORAL PRESENTATIONS BY MEMBERS OF CITY COUNCIL (a) Councilwoman Eberwein reported on the recent Metropolitan Development Policy Committee meeting and announced that Councilwoman Woodson is the new chair. She referred materials regarding Historically Underutilized Business Zones to Assistant City Manager Jinks for review to determine if the City is eligible and to report back. (b) Councilwoman Woodson indicated that she is looking forward to serving as the chair of the Metropolitan Development Policy Committee and reported that she had looked into the HUB zones, and the City does not have one. She hoped that the City might be able to get some kind of exemption. (c) Councilwoman Woodson provided an overview of this year's First Night Alexandria which was a huge success. (d) Vice Mayor Cleveland reported that he attended the Old Town Civic Association's recent meeting. City Manager Sunderland and Assistant City Manager Jinks were present. He asked Mr. Jinks whether the City has any concrete numbers regarding assessments which will be coming in the double digits? Assistant City Manager Jinks stated that the final figures will be available in February, and City Council will be given a memorandum as soon as they are available. (e) Councilman Euille, who sits on the WMATA Board of Directors, reported that the bus loop is being upgraded at the King Street Metro Station. He noted that fares and parking fees are increasing to assist in offsetting deficits. There will be three public hearings in the area. (f) Councilman Euille spoke to the unfortunate disappearance of Cyril K. During, Jr. He was raised in the City of Alexandria. Mr. Euille has visited with the family and conveyed the Council's thoughts and prayers for a safe return of Cyril During. A $5000 reward is being offered. Anyone with information about Mr. During's whereabouts is asked to call the Criminal Investigations Section at 703-838-4711. (g) Councilwoman Pepper spoke to the passing of Arlington County Board Chair Charles Monroe while conducting his first Board Meeting as Chair. The City sends its condolences to the family. (h) Councilwoman Pepper brought to everyone's attention an article in The Washingtonian magazine recognizing Anne Boston Parish for being named "Washingtonian of the Year." Ms. Parish operates the Queen Street Clinic in Alexandria. (i) Councilwoman Pepper noted that according to the Wall Street Journal's Dow Jones Real Estate Index, the average sales price for homes in the 22301 zip code increased from $267,000 to $331,000, which represents a 23 percent increase. (j) Councilwoman Pepper addressed a letter that was faxed to the Members of Council from Jim Warmsley, Transportation Chair, Sierra Club, Virginia Chapter. His fax stated that Congress is considering a rider to weaken the Clean Air Act which could have major implications for the Washington area. Mrs. Pepper encouraged her colleagues to sign onto the letter to Congress opposing such a rider. REPORT FROM THE CITY MANAGER (a) City Manager Sunderland announced that the City has received another allocation of SPARC money from VHDA in the amount of 4.2 million dollars for the upcoming year. (b) The City Manager provided an update on the Neighborhood Partnership Program which was highly successful. The results of the awards will be forwarded to Council with a schedule for next year. (c) Mr. Sunderland reported that two years ago Council set up a Business Tax Audit Unit to go after all of the entities within the City which do their self-reporting and/or collect taxes for us. The last two years brought in 1.5 million dollars. We expended in those two years about $330,000 for the five staff people. This represents a good return. (d) City Manager Sunderland reported that the contractor for the bridge foundations expects to start driving piles for the fenders around the channel piers soon and it will last for about two months. This is in Maryland waters and is expected to be Monday through Saturday and limited to daylight hours. (e) The City Manager spoke to the loss of Arlington County Board Chair Charles Monroe. He was a wonderful person and recognized for all that he was and all that he did. Vice Mayor Cleveland noted that he will be attending the wake for Charles Monroe. His passing is a great loss.
